The mental health and wellbeing of children and young people is a top priority for the Scottish Government.

We continue to provide £16 million per year to enable local authorities to support access to school counselling services for pupils aged 10 and over. Local authorities provide annual reports to the Scottish Government which show the overall picture on improving children and young people’s outcomes is positive. Whilst the reports do not focus specifically on capturing data on school absences, local authorities may hold this information.

The Scottish Government publishes national data on attendance annually through the Summary Statistics for Schools in Scotland.

We recognise the need for ongoing action to address skills needs and we continue to provide additional targeted support across a range of sectors for example, we will invest an additional £3.5 million in our colleges to create an Offshore Wind Skills Programme and College Care Skill Programme, supporting a pipeline of skilled workers.

The Scottish Government also significantly invests in apprenticeships, which play a crucial role in giving young people pathways into rewarding careers. They provide employers with a vital route in which to invest in their future workforce, helping develop the skills we need for our economy and essential public services.

We also recognise the need to take action to ensure our post school learning and education system is fit for the future through our extensive programme of reform. This programme is about driving agility and efficiency through the system, making it simpler for learners to engage with, and making the best use of the substantial investment that we make for the benefit of Scotland’s people and economy.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

SPS welcome HMIPS inspection report of HMP Barlinnie, especially the recognition of the encouragement given to the efforts shown to try and bring many of those in our care back into education.

SPS are currently experiencing a challenging period caused by an increased population we do, however, continue to recognise the importance in our role in preparing those in our care to return to their communities. As such, we have now developed a multiyear recovery plan to prioritise the delivery of offending behaviour programmes, including the introduction of new delivery sites to increase programme delivery and capacity.

The Scottish Government has not conducted analysis to determine the impact of career advice services on the reported increase in the number of early school leavers.

Operational responsibility for the qualifications, such as the marking of assignments and associated quality assurance processes, is a matter for the Scottish Qualifications Authority (SQA).

The Scottish Government has received reassurance that the annotated materials shared were associated with the assignment component of the qualifications and that learners’ assignments had already been submitted to SQA. It is important to provide this reassurance to learners and also important to stress that the materials shared did not relate to the National 5 History exam in any way.

SQA has advised that it is taking actions forward to enhance and strengthen their quality assurance measures for markers for National 5 History and ensure that the integrity and standards of their qualifications are being maintained.

The research paper is currently with peer reviewers and is expected to be concluded by early June. We are committed to publishing the report and will do so once the peer review process and any further action needed has concluded. I expect to be able to do that no later than the end of 2025.

The Scottish Government has been reviewing the hybrid working policy for civil servants it employs and decisions on future arrangements will be announced shortly. Working from home can be more productive than working from an office. Hybrid meetings can be much more productive than in person meetings in many cases as they reduce travelling time between individual meetings.

Aviation and airspace are reserved matters.

The Scottish Government is currently engaging with the Ministry for Justice on no fly-zone regulations across prisons. Considerations about extending regulations in place in England and Wales to Scotland are ongoing.

SPS, Police Scotland, HMPPS, and police forces from England and Wales are part of a cross-border tasking group. Recently, SPS met with HMPPS, NIPS, and the Irish Prison Service to discuss drone threats, share best practices, and develop mitigation strategies.

Any attempt to bring illicit substances into prisons threatens the health of those in custody and staff safety, which is why SPS collaborates with Police Scotland and deploys technology to prevent it, where possible.

In 2025/26, an additional £28m will be invested in additional support for learning, to support the recruitment and retention of the ASN workforce at a local level, to help enhance professional learning on inclusion for all teachers at all stages of their careers and to support teacher specialism in inclusion. A further £1 million will be provided to support national initiatives, which will enable us to build on the work being delivered through our Additional Support for Learning Action Plan.
