The Scottish government is committed to supporting the recruitment of more teachers in all local authorities. For example, we are providing £145.5 million in this year's budget to protect increased teacher numbers and support staff.

Local authorities are directly responsible for teacher recruitment, and they have autonomy to provide incentives – as some already do - to attract teachers to their area.

The Scottish Government is committed to aligning with EU law where that is possible and will have a meaningful impact on the outcomes we share with the EU. This is delivered through routine monitoring by policy experts. Therefore the Scottish Government does not maintain an authoritative record of all EU directives, regulations and legislation which cover topics of devolved competence since 2021.

The Scottish Government’s policy statement on the approach to EU alignment, approved by parliament on 8 June 2022, sets out detail of this process, acknowledging that much of EU legislation is now not applicable in Scotland since the UK Government removed it from the EU.

The Scottish Government is grateful to Professor Britton and her team for undertaking this review and we are pleased to receive her final report. It is important that we now take the time to consider Professor Britton's findings and the recommendations she has made. The recommendations will be discussed at the next meeting of Health Boards’ Transvaginal Mesh Accountable Officers, which is expected to take place in August. The accountable officers are a network of senior clinicians from Health Boards who have responsibility for mesh-related issues within their own Board and for ensuring that their colleagues are informed on matters accordingly.

Steps have already been that do address a number of the recommendations. These include making a mesh learning package available to GPs to offer them additional support to help them understand and address concerns women may raise with them following transvaginal mesh surgery. Steps are also being taken to enhance the information available to patients through the improvement of the Complex Mesh Surgical Service webpages and the development of a patient information leaflet.

The Government will continue to add to help for those whose lives have been impacted by mesh complications and to ensure they get the right treatment for them. We will continue to work closely with colleagues within the NHS to ensure that women can access the care that they need, are fully supported by their GP and other clinicians, and have the information they need to make informed decisions about their care.

Health Board colleagues will also continue to engage with women as they access the Glasgow specialist service and will use the feedback they receive to further develop and refine the care that is available. We want to ensure that satisfaction levels of women attending the NHS specialist service in Glasgow continue to grow and waiting times continue to fall.

The Fair Fares Review is progressing well, with work underway with stakeholders and delivery partners to explore the challenges and opportunities facing our public transport system. Also, developing and assessing potential options for change that ensure a sustainable and integrated approach to public transport fares that supports the long term viability of public transport in Scotland. This work will be supported by a broader programme of public engagement planned to commence later this summer.

It is vital that the Fair Fares Review is informed by the most robust and up-to-date evidence and accordingly the review will report by the end of this year in order to take cognisance of emerging evidence such as the Year 1 evaluation of the U22 free bus travel scheme and early findings from the removal of the Scotrail peak-time rail fares pilot. This report will recommend a package of measures that can be considered for implementation from 2024-25 onwards that provide opportunities to address the wider issues impacting on the cost and availability of public transport services across all modes of public transport and that will help ensure that the costs of transport are shared more fairly across government, business and society.

The only obvious way to improve times would be to remove existing calls at intermediate stations and this is not currently being considered due to the adverse impact it would have on these communities.

The current service levels are based on projected demand which is regularly reviewed. Based on the projected demand, there are currently no plans to increase the number of daily services on this route.

The performance of trains on the North Berwick to Edinburgh route is currently very good at 92.4% PPM, which is markedly better than the GB average.

Introduction of the new trains into passenger service is a matter for Strathclyde Partnership for Transport (SPT) given SPT is responsible for both the Glasgow Subway modernisation programme and the operation of the Glasgow subway. Introductory dates for the new trains into passenger service have not been set by SPT nor has SPT previously set out proposed introductory dates in reporting. Testing of the new trains and development of the safety case is ongoing as part of the new rolling stock subway modernisation workstream towards new fleet introduction to passenger service in autumn 2023.

The Scottish Government understands the importance of ferry connections to our island economies, communities.

We work closely with our local authority partners, transport providers and island communities and businesses to understand the impacts of service disruption through a variety of fora such as Ferry Committees, the Islands Strategic Group and Transport Forums.

We also fully understand the importance of ferry services to the transportation of goods and services. Our ferry operators prioritise food supplies and essential services during disruption. They are part of local resilience partnerships, and remain in contact with local communities and hauliers.

Scottish Ministers’ primary focus is to improve resilience in the ferry network to minimise the risk of service disruption. We continue to task CMAL and operators to identify and present suitable second hand tonnage options for charter or purchase to support the existing fleets. This has helped to provide additional resilience and capacity in the short-term through, for example, our purchase and deployment of the MV Loch Frisa, chartering the MV Arrow, and currently chartering the MV Alfred.

We continue to invest in our ferry network, including commissioning the two new vessels for Islay and two more for the Little Minch routes. These four ships are being built now and are currently expected to be in service over the period between early 2025 and 2026. These four new vessels are in addition to the vessels being completed at Ferguson’s.

While we continue to invest in the network to minimise the risk of cancellations, weather conditions will always result in some unavoidable disruption. For example, statistics show that in 2022 of the 171,403 scheduled sailings across the CHFS network 11,301 (6.6%) were cancelled, with only 1,830 (1.1%) of these being cancelled due to technical issues.

Probationary teachers are allocated places on the Teacher Induction Scheme based on their subject and their ranked preference of five local authority areas. An insufficient number of probationary teachers chose Aberdeenshire Council for their probationary year and, therefore, Aberdeenshire Council did not receive the number of probationary secondary teachers that they requested.

Through the Teacher Induction Scheme probationary teachers can receive a Preference Waiver Payment of up to £8,000, if they are willing to complete their probation anywhere in Scotland, including in Aberdeenshire.

Whist we recognise there is a challenge around the recruitment of teachers in certain geographical areas and in certain subjects, we cannot direct teachers where to undertake their probation or where to work.
