Some Health Boards are already delivering additional activity 7 days a week, 12 hours a day, to help people get diagnostic tests they need. Since 2021, we have provided three permanent CT scanners to support core diagnostic imaging capacity within Boards, including a mobile CT pod which is deployed flexibly to Boards that require additional capacity. In addition, four further mobile CTs and thirteen mobile MRI scanners are being used across multiple NHS Boards to provide additional capacity.

Additional funding provided through the £200 million investment contained in the Budget to reduce waiting times and improve flow through hospital, will support further reductions to the radiology backlog so that 95% of referrals are seen within six weeks by March 2026.

There is currently no digital outpatient system in development at a national level, although the online app for health & social care, which is being developed as part of our Digital Front Door Programme, will provide digital access to outpatient appointments. Where new energy developments come forward, applications are subject to site-specific assessments by the decision maker. Our Fourth National Planning Framework (NPF4) policy 11 (energy) requires that project design and mitigation demonstrate how impacts on communities, landscape, biodiversity and other receptors, including cumulative impacts, are addressed. It also encourages development to maximise net economic impact, including local and community socio-economic benefits.

When an application is ready to be determined, the Scottish Ministers will consider all relevant material available to them before making any decision on an application. The merits of each proposal are considered on a case-by-case basis, and a careful balance must be struck between the potential impacts of the proposed development and the associated environmental, economic, renewable energy and climate change benefits.

Scotland’s renewable energy sector is expected to continue to generate substantial, long-term job creation, driving sustainable employment and economic growth across various industries and communities.

A ClimateXChange (CXC) report, commissioned by the SG, estimates that by 2027, onshore wind development alone could support 20,500 FTE jobs in Scotland. Mapping the current and future workforce and skills requirements in Scotland’s onshore wind industry.

As stated in my previous response to S6W-35365, Instrumental Music Tuition is offered in all local authority areas as an optional extra complementing classroom music lessons which form part of the Expressive Arts curriculum for all children.

Since 2021-22 the Scottish Government has provided dedicated funding to local authorities to remove fees for instrumental music. A further £12 million will be provided to councils in 2025-26, bringing the total funding since 2021-22 up to £51.3 million.

The Scottish Government continues to engage closely with a range of partners, including local authorities, teacher unions and the GTCS, to implement our commitments on instrumental music tuition. We intend to discuss detailed options in relation to GTCS Registration with interested parties in the coming months.

The Scottish Government has no role in the design or regulation of electricity infrastructure, aside from its statutory planning and consenting processes.

The electricity network in Scotland is physically and economically integrated with the rest of Great Britain. Supply and demand across the network needs to be carefully balanced.

Independent analysis commissioned by the National Energy System Operator (NESO) indicates that by 2035 their recommendations for a decarbonised electricity system could add up to £15 billion each year to the UK economy and support an average of 20,000 jobs each year. It is estimated that a third of these benefits are likely to be in Scotland, contributing £5.2 billion to our economy and supporting over 6,000 jobs per year.

I engaged with the Lord Advocate, Solicitor General and the Crown Agent during the 2025-26 budget process which informed the allocation to the Crown Office and Procurator Fiscal Service. The portfolio received a resource budget of £225.2 million for 2025-26, an increase of 10.7% compared to 2024-25. The funding uplift was allocated to support the Crown Office and Procurator Fiscal Service to manage a range of demand led pressures.

The 2025-26 Budget balances the requirement to address immediate pressures and recovery of the system whilst driving forward our long-term reform and prevention agendas, providing increased investment for NHS Boards, alongside continued focus to improve population health and outcomes through investment in quality community services, vaccination and screening.?

We continue to support delivery of priorities relating to prevention and early intervention by investing almost £2.2 billion for social care and integration, an additional £1.2 billion compared to 2021-22 spend.

The 2025-26 budget also includes over £2.2 billion for primary care to improve preventative care in the community, supporting the development of multidisciplinary teams in general practice, sustaining NHS dental care through enhanced fees and continuing free eye examinations.

The Electricity Act 1989 does not specifically allow for any limit to be placed on the number of applications that Scottish ministers can receive or process. The power to amend the Electricity Act is reserved to the UK Government, so the Scottish Government has no power over this matter.

Under the Ministerial code, it would not be appropriate for the Scottish Government to comment on the merits or otherwise of any development that is before them, or could come before them, for a decision through the application or appeal process.

On network infrastructure in general, the draft Energy Strategy and Just Transition Plan sets out that investment to upgrade Scotland’s transmission network is needed to manage constraints and enable more renewable power to reach where it is needed. The Scottish Government also recognises the need for communities to be meaningfully engaged and consulted, to ensure they can have their say on proposed projects and influence design proposals to minimise potential impacts. Our fourth National Planning Framework ensures that potential impacts on communities and nature are important considerations in the decision-making process.

Legislation and regulations relating to electricity networks are reserved to the UK Government. The National Energy System Operator (NESO) is responsible for the strategic approach to transmission investment. Regulation of electricity networks, including approval of investment in infrastructure, is the responsibility of the regulator Ofgem. As such, the Scottish Government has no role in the regulation of electricity networks apart from its statutory planning and consenting processes.

Potential impacts on communities, nature, and cultural heritage, including the cumulative effects of developments, are important considerations in the decision-making process.

When an application is received, a full public consultation is carried out. Scottish Ministers invite representations from members of the public, appropriate community councils and other public bodies, seeking their expertise to assist in examining applications.

The decision whether to grant consent is taken only after careful consideration of environmental information, consultee responses and public representations.
