As an amendment to motion S7M-00294 in the name of Anas Sarwar (Inquiry to Restore Public Trust in Scottish Politics), leave out from “agrees” to end and insert “believes there is a need to restore public trust in politics following multiple recent financial scandals, including those uncovered by Operation Branchform; further believes that an independent review into party political finances would go some way towards restoring this trust; believes that, to avoid this becoming a nakedly partisan process, it should be independently led rather than conducted by parliamentary committee, and that its remit must apply to the funding of all political parties; recognises wider concerns about the role of money in politics, including the scale of donations by extremely wealthy individuals, and the influence of organisations that refuse to disclose their funding sources, and calls for the devolution of power over the regulation of political parties and their funding to allow for the implementation of any recommendations of the independent review that would require legislative change.”

That the Parliament congratulates Penpa Tsering on being sworn in as the Sikyong of the 17th Kashag (Governing Council) of the Central Tibetan Administration, in the presence of His Holiness the 14th Dalai Lama; understands that Tsering secured a second five-year term from elections held in February 2026, in which Tibetans in exile were eligible to vote, securing 61% of the vote in the first round; notes that he was first elected to the Tibetan Parliament-in-Exile in 1996 and served as speaker from 2008, until his first election as Sikyong in 2021; offers Sikyong Penpa Tsering and the Kashag its best wishes in serving and representing the Tibetan people, and reiterates its calls for Tibetans inside Tibet to be given a free, democratic choice over the future of their nation, free from external interference.

As an amendment to motion S7M-00105 in the name of John Swinney (Ambitious for Scotland), insert at end "; believes that the most effective way in which to grow public support for Scottish independence and to meet the scale of the challenges currently facing Scotland is through more effective use of existing devolved powers; recognises that meeting the Scottish Government’s stated ambitions will require a significant escalation in action and ambition; notes that no one party holds a majority in the current parliamentary session, but that there is a clear majority for progressive values, and agrees that, if all progressive parties work constructively and collaboratively, Scotland can be a fairer, greener and kinder country where household costs are reduced, where wealth is distributed more equally and where climate and natural environment are protected.”

That the Parliament congratulates Park Mains High School on achieving the Bronze LGBT Charter; recognises the hard work and dedication of pupils and staff in achieving this prestigious award from LGBT Youth Scotland, and welcomes the training and the review of policies, practice and resources, which aim to ensure that the school goes beyond meeting legislative needs and is as inclusive as it can be for pupils, staff, parents and the wider community.

That the Parliament congratulates East Dunbartonshire Council's Education department on achieving the Foundations LGBT Charter award; recognises the hard work and dedication of pupils and staff in achieving this prestigious award from LGBT Youth Scotland, and welcomes the training and review of policies, practice and resources, which aim to ensure that the department goes beyond meeting legislative needs and is as inclusive as it can be for pupils, staff, parents and the wider community.

That the Parliament believes that Sir Keir Starmer must immediately resign as Prime Minister.

That the Parliament recognises Place2Be’s Children’s Mental Health Week, which runs from 9 to 15 February 2026; notes that the theme for 2026 will be, This is My Place; acknowledges that a child’s sense of belonging can have a powerful and long-lasting impact on their physical and mental health, education, employment and relationships; notes that belonging is related to several issues increasingly faced by schools, including poor mental health, emotionally-based absence, declining good behaviour in the classroom and, ultimately, attainment; understands that, with half of all mental health issues reportedly arising before the age of 14, childhood is a chance to act, and calls therefore on the Scottish Government to support positive mental health and wellbeing in primary schools, to ensure that children get help early so they can thrive through childhood and into adulthood.

That the Parliament congratulates the Ardrossan South Beach Community Space project, delivered by Ardrossan Community Development Trust, for its success in the improving Scotland’s places category of the prestigious 2025 SURF Awards for Best Practice in Community Regeneration, which identify and celebrate best practice, innovation and achievement in interventions that improve Scottish communities; understands that the award was presented to the project by the Deputy First Minister at a ceremony on 4 December 2025; understands that the judges were hugely impressed with the transformation of the neglected and underused seafront area into a vibrant and well-maintained community-owned space that welcomes both locals and visitors; understands that the space is part of an improved seafront, which has already delivered physical, economic and social benefits that are a kick-starter for regeneration across the rest of the town, and wishes the project every success in the future.
