  • Submitted by: Keith Brown, Clackmannanshire and Dunblane, Scottish National Party
  • Date lodged: Friday, 14 November 2025
  • Motion type: Standard Motion
  • Motion reference: S6M-19728
  • Current status: Fallen

That the Parliament congratulates Clackmannanshire Council on winning the COSLA President’s Award for its pioneering Family Wellbeing Partnership (FWP); recognises that the COSLA President described the authority as one of the most transformative and forward-looking in Scotland, and that the judging panel praised the partnership highly for its innovative, collaborative and community-driven approach; notes that tackling child poverty sits at the heart of the council’s vision and continues to shape the design and delivery of services across Clackmannanshire; believes that one of the key reasons for the success of the FWP is that the work is carried out with and for communities, families and the third sector, rather than through traditional top-down service models; acknowledges that the FWP is not a single project but a whole-system programme spanning multiple initiatives across the council, its community planning partners and the wider community, and that it continues to grow and evolve as learning, relationships and community capacity deepen; welcomes the national recognition this award brings for Clackmannanshire’s leadership in whole-family support, prevention and place-based system change, and calls on the Scottish Government, COSLA and all partners to support the continued development of the FWP as a key vehicle for improving outcomes for children and families, progressing whole-family support, tackling poverty and delivering Scotland’s commitment to Keep the Promise.
