The Scottish Government does not hold this information. The Scottish Funding Council (SFC) has a statutory duty set out in the Further and Higher Education (Scotland) Act 2005 to secure the coherent provision by the post-16 education bodies (as a whole) of a high quality of fundable further education and fundable higher education.

The Council Tax (Variation for Unoccupied Dwellings) (Scotland) Amendment Regulations 2023, which came into effect on 1 April 2024, provide local authorities with discretionary powers to apply a Council Tax premium of up to 100% on second homes.

Council Tax is a local tax, and it is for individual councils to determine the appropriate balance of housing in their areas based on local needs. The Regulations give Councils greater fiscal empowerment, in the spirit of the Verity House Agreement. They enable Councils to charge Second Homes anywhere between a 50% discount, and up to a 100% premium. It is for Councils to take decisions about the tax treatment of second homes, including where exclusions may apply.

The Scottish Government is committed to monitoring the impact of these regulations and will consider their effects as more data becomes available. The first set of data reflecting the implementation of the premium was collected in September 2024. This data indicated a 10% decrease (2,455 properties) in the number of second homes compared to the previous year. This decline may be related to the introduction of the 100% Council Tax premium on second homes. The Scottish Government will continue to monitor the impact of the Council Tax premium.

The aim of the four-day working week public sector pilot is to assess the environmental, health and wellbeing benefits, and efficiency gains, that a four-day working week could bring.

The Scottish Government collects and publishes statistics related to the No One Left Behind strategic approach including the number of participants supported into employment. This includes a range of Scottish Government funding such as the Parental Employability Support Fund.

Since February 2022, statistics have been reported by totality of all funds and as such, no breakdowns for Parental Employability Support are available.

The number of individuals in Scotland whose partner has died under the age of 50 is not held. Marital status of the deceased is collected through death registrations so the number of deaths by marital status is provided in the following table.

Scotland’s National Water Scarcity Plan sets out how water resources will be managed during periods of prolonged dry weather. As part of that plan, the Scottish Government, the Scottish Environment Protection Agency (SEPA) and Scottish Water have established processes to monitor the situation and support those affected.

On 25 April, SEPA published the first in a series of weekly water scarcity reports to update key sectors and stakeholders on the latest position. SEPA, Scottish Water, Nature Scot and the National Farmers Union Scotland are all working to encourage water users to develop contingency plans to minimise their impact on the environment.

Public Water Supplies are largely operating as normal and, due to many years of strategic investment by Scottish Government and Scottish Water to strengthen resilience measures, Scottish Water are able to maintain supplies during prolonged dry periods to all parts of Scotland.

We recognise that there are a number of households, largely in remote and rural locations, who are serviced by private water supplies and who may be affected by water scarcity. The Scottish Government are proactively engaging with local authorities to determine if water scarcity and low water flows are having an impact on households who are reliant on private water supplies. We will continue to assess the conditions closely and liaise with local authorities where necessary.

On 25 April the Scottish Environment Protection Agency (SEPA) started publishing weekly water scarcity reports. These use a range of hydrological and meteorological data to describe water scarcity levels across the country. The latest report can be found on SEPA’s water scarcity webpage and highlights areas in Scotland currently at risk of water scarcity. Scotland’s National Water Scarcity Plan explains what the different levels mean in terms of risk and sets out when regulatory action may be required.

The Scottish Government supports a wide range of research projects which investigate Scotland’s future risk and resilience to water scarcity. Within its Environment, Natural Resources and Agriculture Strategic Research Programme, the Scottish Government is funding a five-year project led by the James Hutton Institute that is developing our understanding of drought vulnerability in Scotland. Part of this project includes working with SEPA to improve drought risk assessment.

The Scottish Government also funds the Centre of Expertise on Water (CREW), which has funded, and continues to fund, projects to improve our understanding of water scarcity in Scotland. For example, in June 2024, CREW completed a study into the “Future Predictions of Water Scarcity in Scotland: Impacts to Distilleries and Agricultural Abstractors” and published a series of infographics highlighting potential future risk areas for different agricultural sectors.

As set out in the answer to question S6W-37425 on 2 May 2025, the Scottish Government will lay before the Scottish Parliament in September a proposed draft of an SSI to add the characteristic of “sex” to the Hate Crime and Public Order (Scotland) Act 2021.

The UK Government has an important role to play in all aspects of the future of the Grangemouth Industrial Cluster and the Scottish Government will engage with them and others as required.

As we do this, we will also work with all businesses and investors, to ensure that the community and workforce benefit from this investment.
