The Private Rented Sector Landlord Loan Scheme was launched in April 2020 to support landlords with the cost of installation for energy efficiency improvements, renewable systems and energy storage systems.

The funding allocated for the scheme is set out in the following table:

Local Heat and Energy Efficiency Strategies (LHEES) are at the heart of a place based, locally-led and tailored approach to the heat transition in Scotland. These local strategies will underpin an area-based approach to heat and energy efficiency planning and delivery. LHEES will set out the long-term plan for decarbonising heat in buildings and improving their energy efficiency across an entire local authority area.

LHEES guidance is framed around what can be delivered now given the existing policy and funding landscape, and sets out requirements for the first iteration of LHEES published by the end of 2023. LHEES will evolve as the Scottish Government introduces future standards and regulation, as well as new delivery and funding programmes.

The Scottish Government is providing multi-year funding of £75,000 to each local authority to support the development and delivery of their LHEES. Local authorities are able to decide how they allocate this funding including for related functions beyond the development of the Strategy and Delivery Plan.

Responsibility for the management of the (a) police estate is for Police Scotland, which is accountable to the Scottish Police Authority; and (b) the fire estate is for the Scottish Fire and Rescue Service.

Meeting health and safety requirements across their estates continues to be a high priority for both Police Scotland and the Scottish Fire and Rescue Service.

The Social Isolation and Loneliness Fund was launched in March 2023 and will run to the end of July 2026 providing £3.8 million over the three-year period to support activity directly tackling social isolation and loneliness. £2 million has already been distributed to organisations directly since August 2021 for work including helplines, befriending, youth work and provision of warm spaces and group activities.

Since October 2021, the Scottish Government has invested £36 million in the Communities Mental Health and Wellbeing Fund for adults, with around 3,300 grants being made to local organisations across Scotland in the first two years. A further £15 million is committed in 2023-24. The Communities Mental Health and Wellbeing Fund supports grass roots community groups in building resilience and tackling social isolation, loneliness and the mental health inequalities made worse by the pandemic and, more recently, the cost crisis.

We are also investing over £300,000 in programmes which recognise the role that sports clubs and hubs play in improving physical, mental and social health, including the ‘Changing Room – Extra Time’ and ‘Gain the Advantage’ programmes, and Scotland’s Mental Health Charter for Physical Activity and Sport.

a) In financial year 2021-2022, £1 million was allocated to organisations working to tackle social isolation and loneliness. This funding has supported work including helplines, befriending, and practical support.

Many of the 48 organisations funded through the Equality and Human Rights Fund also work on tackling social isolation. The Equality and Human Rights Fund will distribute up to £7 million annually for the three years from October 2021 to September 2024.

The Communities Mental Health and Wellbeing Fund for adults launched in October 2021 and has invested £21 million in supporting grass roots community groups in building resilience and tackling social isolation, loneliness and mental health inequalities made worse by the pandemic and, more recently, the cost crisis.

The Connecting Scotland digital inclusion programme delivered a Winter Support Package and two Fast Track schemes with a focus on social isolation in 2021-22. £6.8 million was spent on devices, connectivity and skills support across 32 local authorities in Scotland.

b) In 2022-23, over £1 million was provided to organisations working to tackle social isolation and loneliness and mitigate the impact of the cost crisis.

The Communities Mental Health and Wellbeing Fund, for which social isolation and loneliness is one of the priority areas, was funded with a further £15 million in 2022-23.

In the first two years of the Communities Mental Health and Wellbeing Fund, approximately 3300 grants were made to local organisations across Scotland to a wide range of grassroots community projects including those based around peer support, physical activity, arts and crafts activities, social interaction and befriending, with a strong emphasis on the key themes of prevention and early intervention, suicide prevention and addressing social isolation.

The Acorn storage project at St. Fergus is a vitally important part of a wider Carbon Capture Utilisation and Storage opportunity in Scotland. Scottish Government economic scenario analysis shows CCUS would have a positive impact on the Scottish economy. In 2045 Scottish GDP could be 1.3-2.3% (£3.8Bn-£6.7Bn) higher in scenarios with CCUS, than without. By deploying CCUS, hydrogen and direct air capture technologies in Scotland, the Scottish Cluster believes it could support an average of 15,100 jobs between 2022-2050, with a peak of 20,600 jobs in 2031.

Whilst these significant benefits will undoubtedly positively impact the North-East, the Scottish Government’s ambitions for CCUS extend Scotland-wide, and the development of strategically located CCUS infrastructure in Scotland’s industrial clusters in Grangemouth and the North-East could protect and ensure the just transition for important domestic industries into a low-carbon future, protecting jobs and utilising existing skills.

The Scottish Government is determined to ensure that buildings with unsafe cladding are remediated and that developers meet their responsibilities. The Scottish Government has been working closely with Homes for Scotland and the 10 largest developers who work across the UK (wave one developers) to agree a Scottish Safer Buildings Accord.

We have now reached an in-principle agreement with Homes for Scotland and a number of those wave one developers on the Accord. This is an important step in the process. We will now move to agree the long form legally-binding contract to support the remediation of developer linked buildings with unsafe cladding. We will continue to engage with the remaining wave one developers to address outstanding technical questions and open discussions with the smaller and medium sized developers on their responsibilities. We are continuing to explore legislative options to safeguard residents and homeowners.

I most recently met with the UK Government Minister Andrew Bowie on 27 April regarding the Energy Bill, to discuss the enabling legislation required to deploy the Acorn project and to ensure this vital piece of legislation best reflects Scotland’s interests.
