The Scottish Government takes the improvement of welfare for all animals in Scotland very seriously and is keen to progress a consultation on the cage use for laying hens, alongside other animal welfare commitments

Consultation on phasing out cage use for laying hens was originally intended to be delivered jointly across the UK. However, progress on a number of important pieces of animal welfare legislation have been significantly delayed due to UK Government timetabling.

I have repeatedly expressed the Scottish Government’s disappointment and the need for urgency on a number important animal welfare issues, where joint working across GB has been previously agreed. Sadly no further clarity has been provided by UK Ministers.

While Scottish Ministers remain committed to introducing joint legislation where it is sensible and logical to do so in the interests of animal welfare, further consideration will be given to how we can best deliver our commitments going forward.

The Scottish Government has listened to young people and their families about the application process and worked closely with delivery partners and local authorities to make improvements.

In light of feedback received, the Improvement Service, which runs the online portal https://getyournec.scot/nec/ made changes to the website to improve the application process and relaxed conditions on some of the proofs required.

In addition, local authorities have been working hard to support applications made offline and many have dedicated staff on hand to help those who may need additional support through the application process.

Further, towards the end of last year, the Scottish Government delivered a national marketing campaign to increase awareness and understanding of the scheme, and encourage more young people to apply.

Work is now underway on the one year evaluation study which will include questions looking at barriers to bus travel and to accessing, or using, the Young Person’s Free Bus Travel Scheme. The evaluation will collect information from children, young people and parents (both users and non-users of the scheme) about their experiences. The evaluation study will also draw on scheme cardholder data.

Menopause care and support is a top priority in our Women’s Health Plan, which was published on 20 August 2021, and runs until 2024. There are no plans to review the Women’s Health Plan or the menopause ambitions within it before this time.

The 10 menopause actions set out in the Plan aim to ensure that women have timely access to menopause support and services; healthcare professionals are aware of the impact of medical or surgical treatments to induce menopause and all women have access to a healthcare professional with an interest in menopause through primary care.

An update on the progress made since the publication of Plan on the menopause actions is outlined in the Women’s Health Plan: A Report on Progress , published on 26 January 2023.

Consultation was undertaken prior to publishing design guidance on bus stop bypasses in the updated ‘Cycling by Design’ document in 2021, and considered impacts on those walking and wheeling as they interact with cycling infrastructure. The consultation included representation from the Mobility and Access Committee for Scotland, Guide Dogs Scotland, Royal National Institute of Blind People, Spinal Injuries Scotland, Living Streets, Cycling UK and Cycling Without Age.

To inform the design guidance further, Transport Scotland commissioned Living Streets in 2021 to investigate issues of inclusion where bus stop bypasses have been introduced, primarily to accommodate cycle facilities. The study has visited sites across the UK, photographing, measuring and recording behaviours of pedestrian and cyclists, and has analysed footage using fixed cameras. The study has also included a literature review, and consultation with a wide range of user groups including disabled people and others who are most at risk. The study is due to report late summer 2023.

The Short-Life Food Security and Supply Taskforce set out a number of short and long-term recommendations in its report and all of the immediate actions are either complete or substantially complete, including the establishment of a Food Security Unit, with other actions becoming legacy activity for it.

As the Food Security Unit becomes more established, the number of staff involved directly will vary depending on business needs. The Food Security Unit will work collaboratively with the wide range of teams across the Scottish Government that work on aspects of food security.

The Scottish Government is aware of the importance of protecting the welfare of fish at the time of slaughter and takes this very seriously.

We will carefully consider any recommendations made by the Animal Welfare Committee concerning the welfare of fish at the time of slaughter. However, due to a lack of clear communication from the UK Government, we do not yet have a timescale for when the report will be published.

The Pancreato-Hepatocellular Cancer Pathway Improvement Project (PHCC PIP) was delayed due to the COVID-19 pandemic and did not commence until last year. The pilot is now in its second year.
