Gender reassignment surgery is a specialised field of surgery, accessed by a small number of patients each year. Given the highly specialist nature of this surgery it is carried out in the UK under a four-nations contract, managed by NHS England.

NHS Scotland monitors the number of surgical referrals to the service. Patients referred for assessment do not necessarily proceed to surgery. A patient’s surgery will not necessarily take place in the same year as the referral.

The Scottish Government last met with the Faculty of Dental Surgery on 6 May 2022 to discuss the Licence in Dental Surgery.

Over 670 producers responsible for more than 2 billion drinks containers, representing 95% of products sold in Scotland have registered with Circularity Scotland. This covers producers from global brands to small craft breweries and distilleries.

Ministers and officials regularly meet with environmental stakeholders including Friends of the Earth.

The last time Ms Slater met with Friends of the Earth was on 17 May

Friends of the Earth were invited but unable to attend a meeting with Ms Slater and eNGO’s on 2 June 2023, to discuss the impact of the UK Government’s decision not to grant a full IMA exclusion for the Scottish Deposit Return Scheme and to consider the implications of this decision on the environment in Scotland.

While the Scottish Government has not met with GS1 to discuss the Deposit Return Scheme (DRS), the scheme administrator Circularity Scotland has set out the requirement to use a GS1 compliant barcode and will therefore be adhering to its standards.

Under the DRS governance framework, stakeholder groups have been established to enable officials and ministers to effectively engage with industry.

The Scottish Government is committed to ensuring that the views of the private, voluntary and childminding sector are heard and reflected in national policy. For example, the Scottish Government consulted on different funding models before the Early Learning and Childcare (ELC) expansion to 1140 hours.

I hosted a meeting with sector representatives on Tuesday 18 April to hear about challenges and opportunities for the sector, and I will be undertaking a programme of engagement over the next few months.

Senior Scottish Government officials also engage regularly with the sector, including through the Childcare Sector Working Group and the National Childcare Providers Forum.

The Scottish Government and COSLA have engaged with providers as part of the work on the joint review of the process for setting Sustainable Rates in 2022-23. I will consider the findings of this review carefully when it reports this summer.

The Scottish AI Playbook is a “one stop shop” for anyone in Scotland embarking on a journey involving AI whether it’s learning, using, developing, deploying or just exploring. It is a shared and living asset, embodying Scotland’s AI Strategy ethos of openness, transparency and collaboration. With this in mind, the Scottish Government has focused on the development of meaningful partnerships within the Playbook to support and demonstrate wider impact.

To date, the Playbook has established partnerships with CyberScotland, Fintech Scotland, the Institution of Engineering and Technology, Jisc National Centre for AI in Tertiary Education and Scotland’s Futures Forum. A further five partnerships are currently in the development phase.

Further collaborative opportunities are in development, namely through the creation of Playbook hubs. The first of these hubs currently in development is focused on Data and AI in the Healthcare space. As part of the development of this hub, a quantitative approach to measuring impact will be initiated, through namely through Google Analytics integration into the Scottish AI Playbook MediaWiki platform.

The Scottish Government also understands that impact can be both felt and measured qualitatively, in the feedback and experiences of Playbook users. With this in mind, the next phase of Playbook development also includes a period of user consultation and feedback in order to measure experiential impact. This will be subject to resourcing and budgetary considerations, as it is recognised that measuring impact in this way, while highly valuable and beneficial, is resource intensive.

While the impact of the Scottish AI Playbook either is or will be measured in several different ways, it is noted that an overarching approach to impact and impact measurement is currently in development by the Scottish AI Alliance. Once this impact measurement approach and associated framework is in hand, it is likely to have an effect on the way in which the impact of the Scottish AI Playbook is measured.

The Scottish AI Alliance is a partnership between The Data Lab and the Scottish Government and is led by a Minister-appointed Chair and overseen by Senior Responsible Officers from The Data Lab (CEO) and the Scottish Government (CDO).

The team consists of 4 Scottish Government Civil Servants and five individuals who are based at the Data Lab, Scotland’s innovation centre for data and AI, which is administratively hosted by the University of Edinburgh.

An annual grant is paid to the University to cover the cost of staffing and activities carried out by the Data Lab team, including the delivery of the annual Scottish AI Summit, – the cost of this is as follows –

2021-22 - £265,000.00 – Grant awarded via Scottish Funding Council

2022-23 - £505,593.15 – Grant awarded directly by Scottish Government Digital Directorate

This is therefore all public funding and there is no private funding of the Alliance.

We will continue to explore with the Scottish Negotiating Committee for Teachers (SNCT) how we might progress this commitment which is, at least in part, linked to the commitment to recruit additional teachers. In doing so, we will need to be cognisant of financial sustainability given the requirement to fund the recent pay deal for teachers.

An update on timescales will be provided to the Scottish Parliament by the end of this session.

As per our delivery partners’ published accounts ( Loch Lomond & The Trossachs National Park - Annual Report & Accounts , Cairngorms National Park Authority Annual Reports and Accounts , Forestry and Land Scotland Annual reports and accounts , NatureScot Annual Reports and Accounts , Scottish Water Annual Reports ), the level of underspend for the years 2020-21, 2021-22 was around £12 million and £7.4 million respectively. Final capital and resource spend figures for 2022-23 have still to be confirmed and will be available in due course.

Based on provisional financial outturn figures, in 2022-23 the average cost of restoration was around £2,326 per ha. However, as an average, this number tells us very little. There is significant variation in the actual cost to restore peatland depending on site specific factors like the size and location of the site, level of degradation and required work to remedy, and accessibility.

The factors preventing targets from being achieved are physical limitations imposed by weather, access and ecological constraints and gaps in contractor availability and skill shortages. We have identified these in light of our experience of delivering restoration schemes and are putting in place mitigating actions to help resolve these constraints.
