The Scottish and Welsh Governments last met in June 2023 to discuss opportunities for collaboration and sharing best practice across areas of mutual interest. This includes educational mobility and exchange programmes.

As outlined in the answer to question S6W-18598 on 15 June 2023, the 2023-24 budget for skills and employability programmes has been confirmed.

The Scottish Government continues to offer free and impartial advice to all employers and individuals affected by redundancy through Partnership Action for Continuing Employment, PACE, which has local teams ready to respond quickly when situations arise and assist businesses to try and minimise the risk of redundancy before it happens.

The Scottish Government has worked closely with Circularity Scotland at each stage of implementing DRS, including following the UK Government’s last minute intervention which has caused a delay to the scheme. Throughout the process, CSL has been a trusted partner with a demonstrated expertise and knowledge in its field and we believe the business sector sees the merits in working to maintain the progress they have made and to be able to use this as a springboard for the future form of DRS.

Circularity Scotland are a private limited company, Scottish Government do not hold records of Circularity Scotland and the UK Department for Environment, Food and Rural Affairs discussions regarding DRS. However, we are aware that Circularity Scotland have written directly to Defra on a number of occasions regarding the Deposit Return Scheme.

ChargePlace Scotland’s assets are owned by 400 separate organisations across the public, private and third sectors. These organisations are responsible for commercial decisions relating to their own charge point assets.

Transport Scotland are currently supporting Local Authorities to develop plans that will enable them to work with the private sector to invest in public charging across Scotland.

The Scottish Government and Zero Waste Scotland consulted several organisations including Disability Equality Scotland and Inclusion Scotland in the process of assessing the potential impacts of the Deposit Return Scheme. This was accounted for in the Final Equality Impact Assessment, published in March 2020 and available at A Deposit Return Scheme for Scotland : Final Equality Impact Assessment (www.gov.scot).

Following reports at the end of 2022 that nitazenes, a new form of synthetic opioid, had been detected in a drug related death in Scotland, Scottish Government officials have worked closely with Public Health Scotland (PHS) colleagues to monitor and better understand this new substance of concern.

Through work done with PHS to improve our public health surveillance system, an alert was issued through their RADAR (Rapid Action Drug Alert and Response) system in January in relation to nitazenes, highlighting the risks and dangers associated with these substances, but also providing information for people who take drugs as well as setting out actions which drug and alcohol service staff could take. As a result, drug and alcohol services, health care settings and high-risk settings, like prisons, have all been urged to follow harm reduction advice for opioids and polydrug use and to increase and optimise the availability of naloxone to people they support.

Following the identification of this new substance in drug related deaths in Scotland, and a recommendation from the RADAR toxicology sub-group, post-mortem screening in Scotland has been expanded to ensure that toxicology providers are now routinely testing for nitazenes and, in selected cases, retrospective post-mortem testing has also been conducted.

Due to the potential for nitazenes, and other new psychoactive substances, to be present in the wider drugs supply, we are committed to delivering drug checking facilities in Scotland to enable us to respond faster to emerging trends in the drug supply. We anticipate that license applications to the Home Office, to grant permission for the establishment of these facilities in Glasgow, Dundee and Aberdeen, will be submitted in the coming months.

The Scottish Government is committed to delivering a balanced budget with a focus on the renewed missions set out recently by the First Minister - to tackle poverty; to build a fair, green and a growing economy; and to improve our public services.

In 2023-24 this includes up to £108M to deliver employability services for those individuals who need it most to enter and progress in work, we remain committed to supporting a mixed economy of provision across public, private and third sectors to support delivery across Scotland.

In the unfortunate event of any employees facing redundancy, the Scottish Government will always offer and provide support through our initiative for responding to redundancy situations, Partnership Action for Continuing Employment, PACE which aims to minimise the time individuals affected by redundancy are out of work.

As members of the PACE Partnership, STF will be familiar with the local support available to its members and the swift response it offers to support both employers and employees dealing with redundancy and working with them to try and minimise the risk of redundancy before it happens.
