To ask the Scottish Government whether NHS Ayrshire and Arran has consulted with it on any proposed service changes, and, if so, what changes were proposed, and when.
Answer
NHS Ayrshire & Arran engaged with the Scottish Government in late February about their interim arrangements for transferring the three Intensive Care Unit beds from University Hospital Ayr to University Hospital Crosshouse.
The Board has also engaged with the Scottish Government in recent years about their proposals to retain interim changes (made during the pandemic) to the model for delivery of local systemic anti-cancer therapies (including chemotherapy). The Board launched a formal consultation on the proposals which ran from 13 February to 19 May 2023 and the details can be accessed at: https://jointheconversation-nhsaaa.co.uk/sact-public-consultation-2 .

To ask the Scottish Government what its response is to a recent NatureScot report that states that the proportion of natural features in favourable condition on protected sites has fallen from 80.4% in 2016 to 76.4% in March 2023.
Answer
The statistics are disappointing, and we are working with NatureScot to identify the contributing factors. Key to progress will be tackling negative pressures in areas surrounding protected sites including the proliferation of invasive non-native species and overgrazing. Only through collaborative working at a landscape scale will negative pressures on protected areas be effectively tackled and biodiversity restored.
Later this year we will publish Scotland’s new Biodiversity Strategy. This will set out our vision to halt the loss of biodiversity by 2030 and restore and regenerate biodiversity by 2045. The delivery plan will include a range of actions in support of this vision including actions to drive landscape change and actions to expand, connect and improve our protected areas.

To ask the Scottish Government what reprofiling of new NHS construction projects it has undertaken, and which projects have been considered.
Answer
Following publication of the Capital Spending Review and a subsequent review of the health portfolio’s capital programme, all projects that were in construction at the time of the review have continued to be progressed, including:
- National Treatment Centres at Forth Valley, Golden Jubilee (Phase Two), Fife and Highland Health Boards
- The Baird Family Hospital and ANCHOR Centre project
- The upgrade of the Edinburgh Cancer Centre and the new national secure adolescent inpatient service in Irvine
- The Glasgow Primary Care Hub project
The review also included a commitment to a doubling of expenditure on maintenance for the health capital programme, in line with the recommendations of the Infrastructure Commission for Scotland.
The Scottish Government’s Medium Term Financial Strategy will be reviewed in Summer 2023 to deliver an overall, affordable prioritisation of the capital programme to 2026-27. The outcome of this review will inform any reprofiling of capital projects for health and social care infrastructure.

To ask the Scottish Government how much funding it has provided for dementia research in each year since 2007.

The following table provides a breakdown of CSO funding in dementia research through project/fellowship funding and the annual funding provided to the NRS Dementia and Neuroprogressive Disease research network. Project and fellowship funding is allocated to the year in which the funding commitment was made. Data was extracted from the CSO database and covers research on Alzheimer’s Disease, other cause dementia and studies on cognitive ageing / decline. CSO’s research project funding panels were paused during 2020 due to COVID-19 related pressures but have since reopened.

To ask the Scottish Government, further to the answer to question S6W-18198 by Jenny Gilruth on 7 June 2023, whether it can confirm that only £50 million has been allocated to fund the teachers' pay settlement and that the remaining £155 million is still to be found within the education and skills budget for 2023-24.
Answer
As set out in the answer to S6W-18198, at the point of the Scottish Budget 2023-24 being published we had confirmed a contribution of £50 million to the teachers’ pay deal agreed in March 2023. This was included in the local government finance settlement for 2023-24. The remaining costs for the 2023-24 financial year will be met from the Education and Skills Portfolio budget.

To ask the Scottish Government what action it is taking to ensure that NHS boards are taking a preventative approach to tackling osteoporosis.
Answer
NHS Scotland takes a multidisciplinary approach to tackling Osteoporosis through Fracture Liaison Services. These services provide vital support in identifying factures and supporting patients requiring osteoporosis medications.
This is a long standing service which helps ensure patients also have access to consultants and pain specialists.

We continue to support NHS Ayrshire and Arran in the development of the Full Business Case (FBC) for the new National Treatment Centre facility at Carrick Glen and look forward to receiving the case for consideration during 2023.
