To ask the Scottish Government whether it will outline the specific reasons for the reported delay in the allocation of funding for community groups and local authorities to build and provide Changing Places toilets.

The Scottish Government is committed to investing in Changing Places Toilets during this parliamentary term, in order to increase the number of these facilities across the country and to support mobile Changing Places Toilets to allow people easier access to events and outdoor venues.

To ask the Scottish Government whether it will provide an update on the action it is taking to promote (a) domestic and (b) international routes from Scottish airports to support the aviation industry’s continued recovery after the COVID-19 pandemic.

My predecessor as Transport Minister met with airline representatives in May and was pleased to note an ongoing recovery in passenger numbers and the extent to which Scotland’s route network has recovered

I will continue our engagement with aviation stakeholders in order to deliver the Scottish Government’s commitment to working with Scotland’s airports to help restore lost connectivity, and grow international connectivity, while not returning to previous levels of emissions. Our overall ambition is for Scotland to be as well connected as peer nations and regions. I welcome recent route launches to Beijing, Atlanta and Calgary which demonstrate a growing confidence in the Scottish aviation market. Transport Scotland, working in partnership with VisitScotland and Scottish Development International, continues to work with airlines to promote Scotland and grow our international connectivity for business, tourism, exports and the wider economy.

In terms of domestic connectivity, we continue to provide funding to support the operations of Highlands and Islands Airports Limited (HIAL). In 2022-23 we provided £62 million of funding, which helped to enable the operation of commercial air services by keeping HIAL’s airport charges lower than they would otherwise be. In addition we continue to support lifeline routes between Glasgow and Campbeltown, Barra and Tiree.

To ask the Scottish Government how many times it has been notified of a cyber-attack on a public body or educational institution since August 2021.

Between 1 August 2021 and 21 June 2023, the Scottish Government has been notified of 19 cyber incidents on public sector organisations under our Notifiable Scottish Public Sector Cyber Incidents Policy and Procedure. Cyber incidents notified do not however necessarily equate to cyber attacks.

The Scottish Government will not provide further details. The organisations that report cyber incidents under the Notifiable Scottish Public Sector Cyber Incidents procedure reasonably expect these details to be treated as confidential. Disclosure of these to a wider audience would undermine this confidentiality and adversely affect the openness with which organisations currently report incidents and participate in the reporting process.

To ask the Scottish Government, in light of reports that mobile phones will soon be replaced by landlines across the prison estate, what the cost of the scheme to provide mobile phones to people in custody has been since it was announced in April 2020.

To ask the Scottish Government whether it will provide a full appraisal of the National Transition Training Fund, including the total number of people who accessed the fund, the proportion of fund users who were unemployed or economically inactive, and the number of people who used the fund to upskill and reskill.

The Year One report for the National Transition Training Fund (NTTF) was published in February 2022 and can be found here: National Transition Training Fund (NTTF): year 1 report - gov.scot (www.gov.scot) . This shows that 9.482 individuals were supported in academic year 2020-21 across a diverse range of projects.

In Year Two (academic year 2021-22), 22,266 training opportunities were provided. Across both years of the fund, data on those who were unemployed or in work was not collected across all projects, although some specific projects in each year were designed to support people who were either in work or not. For example, the Aviation Covid Recovery Fund managed through Scottish Union Learning and delivered by Unite the Union, was aimed specifically at those in work to help them retain their jobs in a sector significantly impacted by the Covid-19 pandemic. The Skillsboost Programme which ran in both years across Scotland’s colleges was aimed at those who were out of work or at risk of redundancy.

A report summarising the impact of NTTF’s second year will be published in the coming weeks.

To ask the Scottish Government what recent assessment it has made of any impact of health inequalities on (a) prevention, (b) earlier diagnosis and (c) treatment outcomes for liver disease patients.

Scottish Government has not undertaken any recent assessment of the impact of health inequalities in relation to liver disease patients. However Public Health Scotland (PHS) published a report in November 2022 that examined average mortality rates from liver disease in Scotland, including analysis by deprivation levels.

The risk of liver cancer and liver disease is increased by the impacts of harmful behaviours such as alcohol use. The Scottish Government is determined to do all that we can to reduce alcohol-related harm, which continues to be one of the most pressing public health challenges that we face in Scotland.

The PHS evaluation of Minimum Unit Price published on 27 June 2023 shows around 150 alcohol attributable deaths and 400 alcohol attributable hospital admissions each year have been averted since the policy was introduced. The policy also contributes to reducing health inequalities, with the study showing that the largest reductions in deaths and hospital admissions wholly attributable to alcohol consumption were seen in men and those living in the 40% most deprived areas.

To ask the Scottish Government whether it plans to recruit and train carbon audit advisers in all local authorities to ensure that farmers and crofters receive advice from someone who has local knowledge and understanding.
