Scotland remains committed to being a leader and bridge builder on climate justice. This includes by convening and influencing at international events, to champion climate justice and amplify Global South voices.

We have previously incorporated debt justice within our climate justice advocacy positions: advocating prior to, during and after COP29 for a proportion of the UNFCCC Fund for Responding to Loss and Damage to be ringfenced so as to make finance directly available to communities in the form of grants, not loans. As a government we are currently scoping opportunities to increase the strength and reach of our advocacy on the issue of the global climate debt crisis, including at key upcoming international events.

The University of Glasgow (UoG) is responsible for the monitoring and evaluation of the Childsmile programme. Since 2013, UoG has published annual national headline reports on the Programme, which includes data on a range of Childsmile activity in multiple settings. The additional £100 million investment contained in the Budget to reduce waiting times will create 150,000 extra appointments and procedures for elective services. This does not include mental health or neurodevelopmental services.

Improving mental health remains an absolute priority for the Scottish Government and whilst we recognise the ongoing pressures facing the NHS, long waits are unacceptable and we remain committed to supporting Boards to meet the standard that 90% of patients start treatment within 18 weeks of referral for both CAMHS and Psychological Therapies (PT). Currently Psychological Therapies (PT) services are responding well to demand, with one in two people referred starting treatment within three weeks. And in CAMHS, the national performance against the 18-week standard is the best performance ever reported since the standard was introduced in 2014 with 89.1% of patients starting treatment within 18 weeks of referral in the last quarter.

We do not have a treatment time target for neurodevelopmental services. Our key focus is on improving support. The Neurodevelopmental specification aims to ensure that children and families receive the support and access to services that meet their needs at the earliest opportunity.

Despite the progress made across the system, we are not complacent and we remain committed to supporting all Boards to meet the standards and to clear long waiting lists. Performance does still vary across Health Boards, and we continue to provide enhanced support to those Boards not on track to meet the standard, providing access to professional advice, ensuring they have robust improvement plans in place and monitoring their implementation.

Officials are undertaking work with the chair of the Scottish Hospice Leadership Group and Hospice UK to fully understand the requirements to provide pay parity to those delivering frontline services in line with NHS Agenda for Change levels. Officials are also continuing to explore the mechanisms for providing this funding, while respecting local commissioning arrangements.

This funding does not bring hospice staff under AfC terms and conditions and is only intended to provide pay parity with NHS Agenda for Change levels. Independent hospices will have their own terms and conditions for the staff they employ.

As stated in response to S6W-36570 on 17 April 2025, it is for the Scottish Parliament’s Health, Social Care and Sport Committee to scrutinise the Assisted Dying for Terminally Ill Adults (Scotland) Bill and it will be for the Scottish Parliament to decide on whether or not to pass it.

The Scottish Government has been clear about its commitment to ensuring that everyone who needs it can access timely and high-quality palliative care, care around dying and bereavement support based on what matters to them.

In October 2024 we published our draft palliative care strategy for consultation. The consultation closed on 10 January 2025 and we are now in the process of analysing the responses. The final strategy and delivery plan will set our direction of travel for the next five years.

Further to that, the Scottish Budget 2025-26 identified funding of £5 million to help support independent hospices deliver pay parity with Agenda for Change (AfC) levels for this and future years.

Scotland is not alone in experiencing falling birth rates, which is a trend across many high-income countries. This has significant implications for the sustainability of our economies, communities and public services. We want to ensure that Scotland is the ideal place to raise a family, and while deciding to have a child or not is rightly a personal decision, we are identifying and addressing barriers to people starting or expanding families in line with their intentions, through the delivery of Scotland’s Population Strategy.

Our 2022 ‘Attitudes to Family Formation’ research highlighted a range of key factors such as housing and economic pressures driving decisions around family formation in Scotland. In mid-2023, the Ministerial Population Taskforce requested that further research be undertaken to increase the Scottish Government’s awareness of family friendly policies which had been developed and implemented in different countries, including interventions implemented in Nordic countries. A paper was discussed at the December 2024 meeting of the Taskforce which explored initial learning from this research exercise.

This early stage, exploratory research aimed to consider the broader international context and responses to trends around birth rates. As such, implications for costed implementation of interventions in Scotland have not yet been considered. The next steps for this workstream will include further research into parental leave uptake and its impact on fertility decisions. Outputs from this work will be considered accordingly by Scottish Ministers.

The Scottish Government plans to lay secondary legislation in summer 2025 to add child contact services to the list of care services that the Care Inspectorate regulates. The Care Inspectorate will develop a Quality Framework for child contact services to help ensure the best outcomes for all children using these services, including those with additional needs.

The intention is that the Care Inspectorate will also be required to notify the Equality and Human Rights Commission where a child contact service provider has, or may have, failed to comply with their duties under the Equality Act 2010, and in particular any duty to make reasonable adjustments to premises to facilitate their use by disabled people.

The Children (Scotland) Act 2020 provides for a register of child welfare reporters, who can be appointed in child contact cases to obtain the child’s views or report on the child’s best interests. Once implemented, the register will help ensure reporters are skilled and trained in key areas, such as communicating with children and child development, including learning disabilities.

The Scottish Government will make further commencement regulations this year in relation to the 2020 Act, including provisions to enhance how the views of the child are heard. This was outlined to the Equalities, Human Rights and Civil Justice Committee on 11 March 2025: Letter from the Minister for Victims and Community Safety.

The Scottish Government has also consulted on a proposed Learning Disability, Autism and Neurodivergence Bill. Proposals include better identification of neurodivergence within the justice system and mandatory training. The Scottish Government has committed to publishing draft provisions for this Bill.

Potential impacts on communities, nature, and cultural heritage, including the cumulative effects of developments, are important considerations in the decision-making process.

The decision whether to grant consent for an application is taken only after careful consideration of environmental information, consultee responses and public representations.

Police Scotland have a range of existing robust powers under road safety and antisocial behaviour legislation and common law to take appropriate action such as seizure of vehicles and disposal where appropriate. We continue to work and engage with Police Scotland to ensure they have the powers they need.

We also liaise with the UK Government where there are reserved matters relating to road safety, including vehicle licencing, off-road vehicles and legal use of both e-scooters and e-bikes. This ongoing collaboration ensures that Scottish interests are considered in any UK-wide decisions affecting road safety including the current legislative proposals. We plan to take this work forward through a cross-party approach.
