The Scottish Government does not collect or hold statistics specifically on sustained employment for people who register with an employment agency.

The Scottish Government collects and publishes statistics related to Scottish Government funded employability support, No One Left Behind and Fair Start Scotland, including data on sustained employment by participants.

Although Local Authorities, as the employers of teachers, hold the legal responsibility to provide appropriate health and wellbeing support which meets their employee’s needs, the Scottish Government understands the importance of providing additional, national support, for our teaching workforce.

Since October 2020 we have invested more than £2 million specifically in supporting the wellbeing of our education workforce.

In the last financial year, we invested over £120,000 in a free national wellbeing coaching program for all teaching staff and educational professionals in Scottish schools and early learning facilities aiming to address issues such as workplace stress.

We have also worked with the Association of Directors of Education in Scotland to consider how we can continue to support the wellbeing of teachers, nationally, through measures such as the sharing of best practice and resources across Local Authorities.

I recently wrote to the Secretary of State for Energy Security and Net Zero regarding the introduction of consumer standards for heat networks. I sought assurance about the use of pre-payment meters, recommending that their installation is banned where householders are identified as vulnerable, and that affordable repayment plans are offered as a prior step.

Implementation of the Great Britain wide consumer protection regime is progressing. Consumer Advocacy and Advice functions and a new Consumer Redress scheme started on 1 April 2025. Consumer Scotland is the new statutory advocacy body for heat network consumers in Scotland. Heat network consumers are now able to access direct support through Advice Direct Scotland either via Energy Advice | Energy Advice | energyadvice.scot or through the helpline (0808 196 8660). The Energy Ombudsman also started its statutory role in providing a dispute resolution service across Great Britain.

New heat networks consumer protection regulations across Great Britain will give Ofgem powers to investigate and intervene where prices appear to be disproportionate or unfair. Further detail of the forthcoming regulation can be found on Ofgem’s website: Heat networks | Ofgem.

Scottish Government officials regularly engage with their UK Government counterparts about consumer regulations, pricing and technical standards on heat networks and other energy policy.

The Scottish Ministers keep the law that sits within the powers of the Scottish Parliament under review to ensure it is fit for purpose.

The Scottish Law Commission’s aspects of family law project is focusing on a review of the civil remedies available for domestic abuse as part of the 11th Programme of Law Reform. We will consider the outcomes of this work when the Commission’s report is published.

In terms of safe accommodation, local authorities have the legal duty to provide advice and assistance to people who are at risk of homelessness or experiencing homelessness. This includes providing temporary accommodation in the short term if someone has nowhere safe to stay, and permanent accommodation if someone is found unintentionally homeless. Therefore, anyone at risk of homelessness following court proceedings should contact their local authority. They are best placed to provide advice on the housing options available and what further support they can offer.

Alan Gray, Director of Health and Social Care Finance, wrote to Chief Executives of NHS Scotland on 04 December 2024 to provide the details of the indicative funding settlement for NHS Boards in the Scottish Government Budget 2025-26.

The letter confirmed that brokerage would not be available for 2025-26 and that NHS Boards would be expected to work towards a break-even trajectory in their three-year financial plans.

Following submission of three-year plans, Boards who are not anticipating to breakeven have been required to submit recovery plans for 2025-26 to achieve set levels of overspend. Should these not be agreed, these boards will be required to seek authority from the Scottish Government to spend above agreed levels.

NHS Board overspends in 2025-26, up to and inclusive of the agreed levels, are not repayable and will not be included in historic cumulative brokerage levels. For NHS Boards who are forecasting breakeven positions in their financial plan, no deficit is permitted and any overspend will be included as an overspend in their financial statements.

Section 47 of the UK Withdrawal from the European Union (Continuity) (Scotland) Act 2021 requires the Scottish Ministers to prepare and publish an environmental policy strategy. There is no deadline set in the Act for the publication of a strategy. The Scottish Government published the Environment Strategy Vision and Outcomes in 2021. Updates are in progress.

There has been a consistent rise in applications due to increased demand from developers seeking consent to build renewable energy developments in Scotland.

Between the introduction of the Baby Box in August 2017 and 31 March 2025, 7,916 Baby Boxes have been delivered to families in NHS Dumfries and Galloway, and 5,948 in the Scottish Borders. Over the past six years, the uptake rate has been over 91%. The Baby Box is offered to all parents in Scotland and provides essential items for the first 6 months of a baby’s life worth around £400.

The evaluation highlighted the positive impact of the scheme on families, particularly for first-time, younger and low-income parents.

As this is an operational matter for Scottish Water, and the Scottish Government does not hold the information, I have asked them to respond. Their reply is as follows:

Combined sewer overflows are licensed by the Scottish Environment Protection Agency (SEPA) and are designed to prevent the sewer network from becoming overwhelmed during times of heavy rainfall and putting homes and businesses at risk of internal flooding.

Scottish Water does not hold information for reported spills during dry weather, or the reasons for spills, however it publishes all reportable pollution events each year to SEPA and this information is available in its annual reports, which can be found at https://www.scottishwater.co.uk/Help-and-Resources/Document-Hub/Key-Publications/Annual-Reports. In addition, Scottish Water has recently launched an online map to provide customers with near real-time information about the operation of their monitored storm overflows and this map, as well as information about storm overflows, is available on its website at https://www.scottishwater.co.uk/Your-Home/Your-Waste-Water/Overflows/Live-Overflow-Map. To help address the issue of pollution incidents, Scottish Water is already expanding its intelligent sensor network to predict and prevent incidents and help speed up the operational response.
