NHS Boards are separate entities with their own local governance and performance management arrangements in place, in line with national guidance, such as the ‘NHS Scotland Blueprint for Good Governance.’ This can be accessed at: www.gov.scot/publications/blueprint-good-governance-nhs-scotland-second-edition/.

There is also an ongoing cycle of routine engagement, scrutiny and support between the Scottish Government and NHS Boards. This helps ensure the latter are delivering on local and national priorities, and are being held to account for the significant public investment in the NHS. This evidence-based approach to monitoring performance and managing risk across the NHS in Scotland is underpinned by the ‘NHS Scotland Support and Intervention Framework’, which consists of five stages in a ladder of escalation that provides a model for support and intervention by the Scottish Government. NHS Boards can be escalated on the Framework as a result of significant and persistent performance issues; informing further scrutiny, support and intervention, as required. Our announcement of £900,000 for local authorities to aid training of support staff was made in direct response to the findings of the Behaviour in Scottish Schools Research, which indicated that it is school support staff who have the most challenging experiences in dealing with negative behaviours, and that support staff themselves would welcome more training to support them in their roles.

Allocation and use of the funding was agreed at the meeting of COSLA Leaders on 26 January 2024. Each local authority received a minimum of £10,000 of funding, with the remaining funding distributed on the basis of pupil numbers. A letter was issued to local authorities on 7 February 2024 advising them of their funding allocation, and that this funding was intended to be used as a contribution towards procuring and providing training for the support staff workforce. The funding could be used flexibly by local authorities to meet the needs of their workforce, but it was intended that the funding would support the provision of training for school support staff in aid of improved relationships and behaviour, including: provision of training from external sources, costs associated with provision of training including securing training provision, venue and staff costs, including backfill of posts to allow staff to attend, and other appropriate costs. In line with the current funding arrangement with local authorities, it was a matter for local authorities to decide how best to use their allocated funding to help the support staff in their area.

Scottish Government officials have been working in collaboration with stakeholders from industry and eNGOs as part of a co-management group to develop a squid fishing trial; this includes representatives from Shetland.

The inshore squid fishing season is yet to be underway, therefore no data has yet been collected in the trial. Work on the trial has concentrated on establishing and developing the project, and officials in Marine Directorate will provide further updates once the season has commenced and data has been gathered.

Alcohol sales are subject to VAT, whilst any profits made by businesses selling alcohol are subject to Corporation Tax. Both of these taxes remain fully reserved to the UK Government. Scotland receives a share of UK-wide VAT and corporation tax, regardless of the place of purchase of products or location of businesses, as part of the annual block-grant allocation. The Public Health Scotland evaluation of MUP concluded from a range of studies that “some evidence of cross-border purchasing was identified, but its extent was observed to be minimal.

It is not accurate to state that 100% of proposals between 2020 and 2025 have been approved.

To clarify, the Environment Information Request response of 28 February 2025 to which the question referred, noted that, of the 7 renewable energy applications received by the Energy Consents Unit in the Scottish Borders local authority area, all were approved.

Other applications for developments located elsewhere in Scotland have been rejected during this time.

The decision whether to grant consent is taken only after careful consideration of environmental information, consultee responses and public representations.

All children in Primaries 1 to 5 across Scotland are eligible for Free School Meals, including children living in Dumfries and Galloway and Scottish Borders.

Local authorities must ensure that school meals, free or paid for, meet the nutrient standards set out in the Nutritional Requirements for Food and Drink in Schools (Scotland) Regulations 2020. The nutrient standards are based on scientific evidence and dietary advice and designed to ensure that children and young people are provided with meals that contain an appropriate amount of energy and key nutrients to support their healthy growth and development. Operational decisions such as what food and drink to include on menus and what portion sizes should be provided are a matter for local authorities. The statutory Healthy Eating in Schools guidance contains practical advice on portion sizes recognising that needs are likely to be different across the school age ranges and notes that local policies should be in place to address that.

The Scottish Government is actively considering the role of AI in schools. Discussions have been ongoing with key partners including the SQA, Education Scotland, local authorities, the Scottish AI Alliance and academics, to ensure that AI can be used effectively and safely in learning and teaching.

In addition, we are undertaking an education-based project via the Scottish Government’s technology accelerator programme, CivTech. The project seeks to use AI and technology to streamline administrative tasks for teachers and contribute to a reduction in workload. The project is currently in early development.

Following the recent International Summit on the Teaching Profession, we have committed to consider carefully the guidance produced by the OECD and Education International, and to create an equivalent set of guidelines and guardrails for the Scottish context. We will do this through a partnership approach, liaising with local government and teachers’ representatives.

In addition, it is anticipated that the Curriculum Improvement Cycle will examine the skills, knowledge and understanding that children and young people will be required to develop in respect of AI.

The mandatory Tolerable Standard under the Housing (Scotland) Act 1987 and Building (Scotland) Regulations 2004 do not differentiate between traditional and non-traditional housing. Detailed guidance on compliance with the tolerable standard and building regulations is available on the Scottish Government website.

Furthermore, The Scottish Fire and Rescue Service (SFRS) deliver a programme of Home Fire Safety Visits (HFSV) which provide people with fire safety advice for their homes. The SFRS visits are based on the person’s vulnerability and how they live, not the structure of the home.

The Scottish Government has no plans to reintroduce lynx or any other large carnivorous species into Scotland.

Neither the Scottish Government, nor NatureScot, have carried out any formal assessment of any potential impact that lynx would have on rural communities and livestock in Scotland given our position on the matter.

Any proposed lynx reintroduction would require a significant amount of consultation, as well as evidence to assess the risks and benefits associated. Ensuring that the views of those who would be most affected are fully taken into account is a priority for NatureScot and the Scottish Government.
