The Minister for Victims and Community Safety regularly meets with the Scottish Fire and Rescue Service (SFRS) Chief Officer and Board Chair where a wide range of issues are discussed, including the capital budget allocation and the SFRS estate. The Scottish Government is aware of the condition of fire stations and has increased the capital funding for SFRS from £32.5m in 2023-24 to £43m in 2024-25 and to £47m in 2025-26. The allocation of resources is a matter for the SFRS Board.

The standard of fitness required for firefighters is an operational matter for the Scottish Fire and Rescue Service.

The Review of the Animals and Wildlife (Penalties, Protections and Powers)(Scotland) Act 2020 was published on 4 April. In that review we committed to consult on prohibiting the use of remote control static pulse training collars. We are currently working to regulate the activities of the canine facility sector. We are also developing a Code of Practice that will ensure the transparent and safe transfer of ownership of any puppy and dog, as required under the Welfare of Dogs (Scotland) Act 2025.

As outlined in the answer to question S6W-30798 on 7 November, since 2016, the Scottish Government has allocated £570 million to local authorities for flood protection schemes and flood resilience. In this period, the estimated costs of cycle one schemes eligible for funding has risen.

A joint Scottish Government/ COSLA Funding Working Group was established to make recommendations to Ministers and COSLA Leaders on how to improve the affordability of the remaining cycle one schemes. This has resulted in the removal of 6 schemes that failed to meet key progress deadlines from the funding programme.

The Funding Working Group are considering whether further recommendations are required to ensure the programme remains affordable.

The Scottish Government is fully committed to helping the Scottish hydrogen sector develop. To help identify and better understand the barriers to the deployment of hydrogen production in Scotland we have established the Scottish Hydrogen Industry Forum (SHIF) chaired by myself. It includes representatives from our electricity and gas network operators and a list of members is available on the Scottish Government website here Scottish Hydrogen Industry Forum - gov.scot.

Expertise in hydrogen related planning has been identified as a potential barrier to timely determination of planning consents for hydrogen production development. The creation of a Planning Hub in Scotland was announced on 10 September 2024. This initiative is providing support to planning authorities to improve their skills and capacity to deliver planning determinations promptly. The initial focus of the planning hub has been to improve the pace of the consenting process for hydrogen developments.

The high cost of electricity has also been identified as a potential barrier to the deployment of hydrogen production in Scotland. This is a wider and complex issue.

The introduction of the Hydrogen Production Business Model (HPBM) Programme by the UK Government is a welcome step in incentivising the production and use of renewable hydrogen. However, the slow roll out of the programme has been identified as a potential barrier to deployment may be undermining investors’ confidence.

It is vital now that all efforts are made to support and to streamline the decision-making process for HAR 2 to allow shortlisted projects to move forward with urgency.

A lack of clarity on UKG decisions on the future of the gas grid and the UK-wide hydrogen network and hydrogen blending is also leading to uncertainty amongst investors and developers.

Many of the levers required to support the emergence of a flourishing hydrogen economy in the devolved nations are reserved to the UK Government, as highlighted above and so we will continue to work closely with the UKG to ensure that our collective vision for the development of the hydrogen economy is aligned, and the benefits are realised across all nations of the UK.

We are acutely aware of the risk tariffs on the UK and globally pose on Scottish businesses.

We have carried out initial analysis of trade statistics to understand Scottish exposure to US trade across key products and where that may differ from the UK economy.

The First Minister discussed the matter with the Prime Minister on 11 April and made clear urgent action should be taken to protect Scotland’s economic interests.

The Scottish Government and COSLA funding working group described in the answer to question S6W-32194 on 3 January 2025 last met on 6 March 2025.

Last year, I announced that there would be a judge-led, statutory Public Inquiry into the investigation of Emma Caldwell's murder in 2005.

I can now confirm that Lord Scott, a current Senator of the College of Justice, has agreed to chair the Public Inquiry. I am pleased that someone of Lord Scott’s experience and legal standing will chair this important inquiry.

I have a statutory obligation to consult Lord Scott on the terms of reference for the Inquiry. I met with him earlier this week and we will meet again in due course to discuss the terms of reference and timescales for the Inquiry’s formal setting up date.

It is also my intention to share terms of reference with the family of Emma Caldwell and other interested parties to hear their views on the Inquiry’s remit. I will provide a further update to Parliament in due course.

Portfolio responsibility for fire and rescue sits with myself and therefore the majority of meetings with the Scottish Fire and Rescue Service and its trade unions are undertaken by myself rather than the Cabinet Secretary. The Cabinet Secretary for Justice and Home Affairs joined myself in a meeting with the Fire Brigades Union on 22 November 2023 to discuss the FBU’s Firestorm report.
