Offshore oil and gas licensing, consenting and the associated fiscal regime are all matters that are currently reserved to the UK Government.

The Scottish Government is taking the appropriate time to carefully consider the UK Government’s current consultations on Building the North Sea’s Energy Future and a future Oil and Gas fiscal mechanism, and their potential outcomes.

Alongside this consideration, Scottish Government Ministers and officials continue to engage with UK Government counterparts and UK regulators (including the North Sea Transition Authority) on a range of issues relevant to the energy transition.

We are clear in our own support for a just transition for Scotland’s oil and gas sector, that recognises the maturity of the North Sea basin and is in line with our climate change commitments. At the heart of our approach is ensuring a just transition for Scotland’s valued and highly skilled oil and gas workforces to a net-zero future.

SEPA reviews, updates and publishes Potentially Vulnerable Areas (PVA) information every 6 years. The most recent update was published in December 2024 following public consultation. Further information on that consultation and how the PVAs are defined can be found on SEPA's website.

This is an operational matter for Scottish Enterprise, I have asked Adrian Gillespie, the Chief Executive of Scottish Enterprise, to respond to you directly.

The Scottish Government expects Health Boards to offer patients a clinically appropriate abortion method. The 2022 Healthcare Improvement Scotland (HIS) Sexual Health Standards set out that patients should have access to information on both medical and surgical abortion to enable them to make an informed choice of abortion method. The Scottish Government’s 2021 Women’s Health Plan had an aim that ‘all women will have a choice about how and where they access abortion care’.

While most Health Boards can offer surgical abortions to a certain gestation, the Scottish Government is working with the Scottish Abortion Care Providers network, the Faculty of Sexual and Reproductive Health and the Royal College of Obstetricians and Gynaecologists to improve access for clinicians to surgical abortion training at all gestations. The Scottish Government has also committed to pay for training for any clinician who wishes to provide later stage abortions.

The Women’s Health Champion has been discussing with Health Board Chief Executives issues around contraception and abortion, including ensuring access to early surgical abortion. The Scottish Government will soon be presenting information gathered from Health Boards to Chief Executives to help inform discussions about where surgical abortion provision could be increased.

In recognition of financial pressures, our 2025-26 budget includes record levels of investment - over £21.7 billion for Health and Social Care and over £15 billion for the Local Government Settlement.

While the Scottish Government has overall responsibility for health and social care policy in Scotland, it is for Health and Social Care Partnerships to ensure that support services are in place to provide people with the appropriate support in the right place and at the right time. Decisions on how best to deliver services to local communities, including funding for services like the Notre Dame Centre, are ultimately for local partners to make.

However, these decisions should be made in consultation with people who use those services and in full awareness of the impact on them and on other services who may be asked to provide support in their place.

I would therefore encourage all partners to work together to find solutions that not only address financial pressures but put the needs of local people, particularly those who are most vulnerable, at the centre.

Guidance issued to NHS Boards by the Scottish Government states that in all new hospital developments, there should be a presumption of 100% single rooms, and where existing accommodation is being refurbished as close to 100% as possible is expected. The Equality and Human Rights Commission (EHRC) are working at pace on updated guidance for public bodies following the Supreme Court’s ruling, and the Scottish Government will await this guidance and review any relevant updates to NHSScotland patient policies and guides as appropriate.

The Scottish Government’s Guidance on due diligence: human rights sets out recommendations on how we, our executive agencies and non-departmental public bodies should undertake appropriate due diligence on companies, including their human rights record, before entering into an investment relationship with them.

As the guidance makes clear, this should include an assessment of whether an individual or company, including any parent or subsidiary, has been associated with human rights abuses anywhere in the world.

It is for the Accountable Officer of each agency and non-departmental public body to ensure that their organisation complies with guidance issued by Scottish Ministers.

In operationalising the Scottish Government guidance, Scottish Enterprise’s Customer Due Diligence Procedure sets out the process it follows in undertaking human rights due diligence checks on companies it works with. The other enterprise agencies have similar processes in place.

The Scottish Government does not collect this data.

The Scottish Government is committed to implementing the National Neurodevelopmental Specification: Principles and Standards of Care for Children and Young People, published in September 2021, which specifies service standards that all children’s services should follow, to ensure access to support is effective and consistent across Scotland.

The Scottish Government have also established the National Autism Implementation Team, in partnership with Queen Margaret University, to support Health and Social Care Partnerships to consider best practice and support improvement through the redesign of autism diagnostic services.

The National Implementation Team is supporting NHS Boards to examine diagnostic pathways for autism and establish regional experts to assist with improving tiered autism specialisms across health boards.

Officials are working to update the national pipeline on an ongoing basis and are developing governance and information management protocols to ensure appropriate controls are in place to manage commercially sensitive information.
