No decisions on the future regulation of gene edited crops have been taken at this stage, and we will ensure that any future position is both informed by the evidence base and is in Scotland’s national interests.

We are both closely monitoring developments on gene editing in the EU, and liaising with Scottish stakeholders, and will decide whether or not to allow gene edited crops to be grown, or food using gene editing techniques to be produced, based on what is in the best interests and needs of the Scottish people.

The Scottish Government’s Circular Economy & Waste Route Map and 2020 Climate Change Plan update included our commitment to consult on the separate collection of textile waste from households. A consultation was launched on 25 March 2025: Changes to waste management services - Scottish Government consultations - Citizen Space

The consultation will provide evidence and views on how we can prevent textiles becoming waste through more recycling and reuse, including through kerbside collection or measures at Household Waste Recycling Centres. The findings will inform the co-design of the new household recycling Code of Practice and be subject to further policy development with local government and other waste sector stakeholders.

Zero Waste Scotland began research on product stewardship considerations for textiles in Scotland in 2023. The final report will be published in 2025 and will provide a detailed view of textiles material flow across the Scottish value chain, stakeholder insights to required policy interventions and analysis of potential measures that take account of practicality, feasibility and impact.

WRAP is taking action to transform the way that textiles and clothing are bought, used and re-used. They are working with leaders in the UK and globally to develop, share and scale new processes.

The Scottish Government is committed to an evidence-based approach to the energy transition. In support of our draft Energy Strategy and Just Transition Plan, we commissioned and published (in March 2023) a programme of independent analysis on Scotland’s energy requirements during the transition to net zero – including the role of North Sea oil and gas. This analysis includes sections on the economic footprint of Scotland’s offshore oil and gas sector, including its regional distribution. The National Energy System Operator (NESO)’s Beyond 2030 report (published in March 2024, available here: Beyond 2030 | National Energy System Operator) itself states: “Independent analysis commissioned by us as the Electricity System Operator (ESO) suggests that by 2035, the recommendations in this report could add up to £15 billion to the UK economy and support an average of 20,000 jobs each year. A third of these benefits (£5.2 billion to 2035 and over 6,000 jobs per year) are likely to be in Scotland”

As head of the system of prosecutions in Scotland, I have primary responsibility for the investigation and prosecution of criminal offences in Scotland.

I have, along with Procurators Fiscal, who hold commissions on my behalf, legal authority to instruct the police in their investigation and reporting of crime and all suspicious, sudden and unexplained deaths, both under the common law and on a statutory basis.

Instruction and direction may be issued in relation to specific matters in the context of ongoing liaison between the police and Procurators Fiscal who can instruct the police during the course of investigations and when further investigation is required in a case. Instruction of the police is a continuous process in the discharge of the Lord Advocate’s duties as regards the investigation and prosecution of criminal offences in Scotland.

In general, if the police consider that there is insufficient evidence of a crime being committed, they will not make a report to the Procurator Fiscal. In some instances, particularly in more serious cases, where police are not sure there is sufficient evidence that a crime had been committed, they may report the matter to the Procurator Fiscal for advice and direction. This structure recognises the expertise of the police in investigating crime, the responsibility of prosecutors in respect of the investigation of crime, and the independence of prosecutorial decision-making.

Communication by the Police as regards conclusion of their investigations is a matter for them: an announcement by the Police confirming conclusion of their investigation does not preclude the Crown from raising proceedings in the future should subsequent investigation uncover evidence providing potential sufficiency in terms of criminality which is then reported to prosecutors for consideration. Neither do any such announcements have any bearing on future prosecutorial decision making– every case reported to prosecutors is carefully considered in terms of its own facts and circumstances and in line with the Prosecution Code and is made entirely independently of any other person.

The Scottish Government is committed to ensuring that the system of Temporary Traffic Regulation Orders (TTROs) remains effective and responsive to the needs of local communities and road users. A review of the TRO process was undertaken by Transport Scotland in 2021. While there are no immediate plans to undertake a formal review of the entire TTRO system, we continue to engage with local authorities and stakeholders to monitor its effectiveness.

Battery Energy Storage Systems (BESS) in Scotland are covered by both devolved and reserved regulations, including planning and fire safety. There is a statutory structure that must be followed for all decision-making.

The delivery of split payments to joint Universal Credit households is reliant on the ability of the DWP to adapt the UC system to facilitate the policy. The Scottish Government continues to work with the DWP to consider the steps required to deliver the policy.

Over the past five years, there have been four fires at a battery recycling centre, six at electronic recycling centres, and thirty nine at conventional recycling centres for a total of forty three fires overall.

Following the nationalisation of Ferguson Marine in 2019, ownership of vessels 801 (MV Glen Sannox) and 802 (MV Glen Rosa) was transferred to Scottish Ministers. As part of the restructuring arrangements, new contracts for the construction and completion of each vessel were entered into between Scottish Ministers and Ferguson Marine (801 & 802) Limited.

This data is not held centrally; aggregated data for Child and Adolescent Mental Health Services (CAMHS) is sent to Public Health Scotland from individual NHS Boards. This data reports on the following:

• number of referrals to CAMHS services;
• numbers waiting to start treatment;
• total waiting;
• numbers starting treatment;
• number of referrals that were not accepted

People who have started treatment, as well as those whose referral has not been accepted, will be removed from the waiting list, in line with the CAMHS Specification. The National CAMHS specification includes a clear expectation that children and young people whose referral is not accepted for CAMHS are sensitively and appropriately signposted to a more suitable service.
