The provisions contained within Part 2 of the Care Reform (Scotland) Bill are proposed to allow for the sharing of information for the efficient and effective provision of public health and social care services. Within this context the provisions could enable the appropriate sharing of information in order to consider data-driven approaches to early intervention and targeted support, thereby helping to prevent individuals from experiencing homelessness at an earlier stage.

The Bill is informed by the extensive co-design work, commissioned by Scottish Ministers, to better inform the development of this legislation, which has included individuals with experience of homelessness. Scottish Government is committed to support active farming and food production that is why we continue to deliver direct payments – to provide certainty to the industry, in stark contrast to the policy approaches taken by the current and previous UKG.

We note the results of the Scottish Farm Business Income report which demonstrates the volatility of the sector and reinforces the importance of support to provide much needed stability.

Our £40 million per annum support to suckler beef farmers is committed until at least 2028. This together with key support such as the Basic Payment Scheme, Less Favoured Areas Support Scheme and Scottish Upland Sheep Support Scheme show our unstinting commitment in ensuring a prosperous future for the sector.

Support for Animal Health and Welfare (AHW) interventions, offering up to £1,250 per farm over two years to assist farmers in reviewing and improving the health and welfare of their cattle and sheep has been provided in recent years. This funding supports interventions that enhance livestock performance and reduce emissions.

The Scottish Government has also been supporting the provision of MyHerdStats to cattle keepers. MyHerdStats is a free online tool to help cattle farmers access key herd performance data, such as calving intervals. Using existing traceability information, it supports better herd management, improves productivity, and contributes to animal welfare and emission reduction goals.

The Scottish Government is supporting the financial sustainability of cereal and milk producers through payments via the Basic Payment Scheme and related support schemes, including nearly £34 million for dairy farmers in 2023–24. We have funded the Scottish Dairy Growth Board and the Dairy Hub, helping boost Scottish cheese exports. Looking ahead, our £4 million investment in the Dairy Nexus project will create a new research centre at SRUC in Dumfries and Galloway to drive innovation, decarbonise the sector, and support a more sustainable dairy economy.

This year we will introduce the Future Farming Investment Scheme (FFIS) providing at least £14m in the first year to our farmers and crofter to investment for efficient food production in ways that benefit nature and climate.

The results in the report re-emphasise the importance of continuing to provide support to our key sectors – to provide much needed stability which is poles apart from the bad trade deals being made in a Brexit we did not vote for. This is why we will continue to provide Scotland’s farmers, crofters and land managers with the most generous package of direct support in the UK, investing around £660 million in support to agriculture.

Gender equality is at the heart of the Scottish Government’s vision for a fairer Scotland. We want women of all ages to be empowered to exercise equal rights and opportunities, and to have equitable access to economic resources and decision making.

The Scottish Government’s A Fairer Scotland for Older People: framework for action contains a dedicated strand focused on activity we are undertaking to ensure people are financially secure and supported as they age. In addition, we provide funding of £2.2 million, through the Equality and Human Rights Fund, to older people’s organisations and age equality projects. This funding is delivering a range of initiatives that tackles poverty among older people.

Our Pension Age Winter Heating Payment supports older people in receipt of relevant benefits to help with the costs of heating. Next winter, we will expand Pension Age Winter Heating Payment to pensioner households in Scotland not in receipt of a relevant benefit, providing £100 of support towards their heating bills. This universal payment will provide much needed support not available anywhere else in the UK.

Scottish Government intends to provide estimates of the costs and benefits of the policies and proposals in the draft Climate Change Plan when that is published later this year. Information on the expected distribution of costs may not be available for all policies and proposals at the time of CCP publication but will be provided through the normal processes (impact assessments, financial memoranda) as the policies and proposals are developed and introduced over the coming years.

The Infrastructure Investment Plan (IIP) was published in 2021 and was intended to cover the period 2021-22 - 2025-26. However, as announced in the Scottish Government’s Medium Term Financial Strategy, the current IIP has been extended by a period of one year. This means the IIP will run to 2026-27 and the next IIP will cover the period from 2027-28. We intend to publish a draft for consultation well in advance of commencement.

Since 2009, the Scottish Government has provided almost £3.3 million to support the Holocaust Educational Trust’s Lessons from Auschwitz programme.

The programme promotes and embeds learning about and remembrance of the Holocaust. Since 2009, 5,595 Scottish students have participated in the project as well as 660 Scottish teachers.

395 schools or 76% of all eligible schools from across Scotland’s 32 local authorities have participated.

Scottish Government policy for respiratory conditions falls under the remit of the Long Term Conditions Unit which has so far spent £219,365 to support delivery of the Respiratory Care Action Plan since its publication in 2021.

The Respiratory Care Action Plan also contains actions and commitments that are being addressed by other Scottish Government strategies which have their own funding.

Scottish Government continues to work with local authorities and the independent sector to understand the impact of the UK Government policy on Scottish schools to date. Scottish Ministers have received assurance from local authorities that they have the capacity to support increased school rolls.

The distribution methodology for calculating the block grant is agreed with local authorities and is informed by a number of indicators, including pupil numbers from the latest annual school census.

The University of Dundee is an invaluable component of the economic, social and cultural success of the city and region. The Scottish Government continues to work with external partners and internal analysts to better understand the economic impact the University has, locally and nationally. Universities are autonomous institutions, and whilst Ministers cannot compel a commitment to no compulsory redundancies, the university is expected to work with staff to make every effort to protect jobs. We will continue, alongside the Scottish Funding Council, to work closely with the sector on its sustainability into the future. A Strategic Advisory Taskforce has been established, bringing together expertise to support the development of a sustainable future for the University, the region, and the wider economy. The first meeting of that Taskforce was held on 24 April. Membership includes a range of stakeholders including skills and enterprise agencies as well as representatives of the business community.
