As set out in the answer to question S6W-35253 on 11 March 2025, to confirm, there is no delay in the implementation of the reduction of the working week to 36 hours for Agenda for Change staff. It was always the intention to use the initial 30 minute reduction in April 2024 as an opportunity to learn and assess how best to move forward with any further reduction in the working week.

The Scottish Government is therefore committed to fully implementing the remaining 60 minute reduction in the working week for all Agenda for Change staff on 1 April 2026. This will facilitate patient and staff safety, support the continued recovery of services and avoid any extra burden for our workforce.

As there is no delay in the implementation of the final hour reduction of the working week for Agenda for Change staff, there is no requirement for any financial compensation.

This implementation date of 1 April 2026 remains fully in line with the commitment made as part of the 2023-24 Agenda for Change pay settlement and the Scottish Government’s Programme for Government.

Artificial Intelligence (AI) is a key area, where technical opportunities need to be balanced with public interests. To this end the Scottish AI Alliance, a partnership between the Scottish Government and the Data Lab, have launched a series of People’s Panel events. These events are intended to capture public thoughts on how and where they would like to see AI used, and what they expect from their public servants as they use it.

Within the Scottish public sector we are already making significant use of AI through our Centre for Excellence in Automation, resulting in greater efficiency and productivity across government. More widely, the Scottish AI Register reflects AI use cases as diverse as protecting children at risk of harm, or transcribing public consultation interviews.

We continue to work closely with UK Government AI Policy teams to develop a culture of curiosity and openness to the opportunities which AI can provide us. The Scottish AI Taskforce has been set up to encourage and develop a shared knowledge and appreciation for AI, this helps avoid duplication of effort and ensure good governance awareness.

In relation to digitisation, In March 2021 the Scottish Government in partnership with COSLA, launched an updated Digital Strategy, with a renewed focus on delivering high quality digital public services, and a commitment to the use of digital technology as a tool to better serve the Scottish people.

Our digital service design tool supports staff in ensuring that the services we develop have people at their heart, with extensive consideration of service users and the level of service they expect from government.

This process has helped us, for example, to deliver ScotAccount, an online service allowing users to access public services and verify identity in one place, it has also allowed us to offer increased usability and accessibility across the nation.

The use of digital technologies offer us significant opportunity to improve and enhance the lives of our citizens, and please rest assured these opportunities remain at the heart of the Scottish Government’s priorities.

We continue to review Scotland’s AI Strategy to keep pace with changes and growth in technology. This is why, in 2023, I commissioned an independent review into Scotland’s approach to AI which was published last year. Since then, the AI Alliance has re-focussed priority areas into three pillars of work which include empowering people, supporting business and AI adoption in the public sector. The Scottish Government funded a survey of all NHS facilities suspected of RAAC and it is known where RAAC is present. These phase 1 surveys did not identify any immediate concerns that have not already been acted on.

We are funding a second more detailed phase of surveys of all sites with RAAC to ensure that the right approach is being taken to dealing with it. As a result of this type of detailed survey, necessary remedial works at Knoll Hospital have been identified and are being actioned – in line with the systematic approach to RAAC discovery and investigation across the NHS.

NHS Borders notified the Scottish Government on 27 January 2025 that there was an evolving situation regarding RAAC at Knoll Community Hospital. When a health facility is assessed as requiring maintenance work this does not automatically mean the facility is not safe, and the specialist Structural Engineers who conducted this survey on behalf of NHS Borders, and who are the survey partner for the NHS RAAC programme, have not reported that Knoll Hospital is unsafe.

Phase 2 surveys will be carried out across all NHS properties known to contain RAAC. Where any previously unidentified issues are found during phase 2 surveys, Health Boards are expected to assess, communicate and action with appropriate pace to ensure safety.

For all instances of RAAC identified as requiring an annual reinspection from the Phase 1, Discovery Survey programme, a programme of annual reinspection is currently underway and due to complete in March 2025.

The Scottish Government continues to consider that a) responsibility for building maintenance, including in respect of reinforced autoclaved aerated concrete (RAAC), is a matter for property owners, supported by appropriate professionals and b) building owners should continue to follow the guidance of organisations such as the Institution of Structural Engineers.

The Scottish Government recognises the importance of people being able to access the care that they need. We have overall responsibility for health and social care support policy in Scotland and have published clear social care standards setting out what people should expect when using health, social care or social work services in Scotland. Whereas it is local authorities and Health and Social Care Partnerships (HSCPs) who have the statutory responsibility to ensure that these standards are upheld and that social care support services are in place to provide people with the appropriate social care support in the right place and at the right time.

Under the Social Work (Scotland) Act 1968 local authorities and Health and Social Care Partnerships have a duty to assess the social care support needs of people and decide, in light of that assessment, whether to arrange any services, and if so, which services

There is currently no legal requirements for local authorities to conduct financial assessments at specific intervals or to communicate changes to rates and capital limits. However, the COSLA guidance recommends a consistent framework for financial assessments and charging, encouraging local authorities to follow best practices.

Local authorities determine their eligibility thresholds based on local guidance, which may vary between authorities. However, individuals at critical or substantial risk are generally prioritised over those assessed as moderate or low risk.
