Work is already underway to create a new payment structure, and as with the current one, which has seen 2023 Basic payments begin at the earliest point ever in September year in a row, our intention is for the future structure and system to make payments in a timely manner.

The Agriculture Bill has now been published and introduced to Parliament.

Engagement with stakeholders will continue during the Bill process, and the Scottish Government looks forward to hearing and seeing the evidence that organisations and individuals provide as part of Stage 1 of the bill process.

This week the Scottish Government has launched a further stakeholder engagement programme on the bill measures and tiered approach, which will include interviews, surveys, workshops, testing and trials, and anyone can take part. More information is available here .

The Scottish Government commissioned a review of gene editing for the benefit of plant health, published in January 2022, from the Plant Health Centre. The review included evidence gathering and participation from a wide range of Scottish academics and research providers, as well as from NFUS, and considered implications for the agricultural, horticultural and forestry sectors. It included impacts on the natural environment, and a variety of other areas, such as disease resistance, yield, inputs and food production.

The Scottish Government also has access to significant expertise in its advisors, including the Chief Scientific Advisor for Environment, Natural Resources and Agriculture.

The Scottish Government is actively engaged with a number of industry groups on electronic identification in livestock, including the Bovine EID Industry Working Group. The Scottish Government has also supported a pilot on bovine EID, looking into the effectiveness of different technologies. The findings were published in a report by ScotEID on 15 September 2023.

The Scottish Government is currently developing proposals on bovine EID and aims to consult on this issue in late 2023/early 2024. Scottish Ministers will consider the findings of the consultation and alongside wider implications, such as the UKIMA before reaching a preferred position on bovine EID.

Since 2016, the Scottish Government have provided approximately £5M each year for high-quality, high demand advisory services in Scotland.

We cannot confirm funding beyond each financial year, due to Scotland being removed from the EU, and the UK Government refusing to offer long term funding guarantees.

Despite these challenges, we have consulted on the need to maintain delivery of advisory services.

Applications for the construction and operation of onshore electricity generating stations with an installed capacity in excess of 50 megawatts are made to Scottish Ministers under section 36 of the Electricity Act 1989. No such applications made for generating stations exclusively powered by battery storage have been refused between 2013 and 2023.

As part of the Bill process we have consulted on the intent to continue to support all registered agricultural businesses in Scotland to continue to benefit from accessing high-quality advice through the Farm Advisory Service.

As is convention, following consultation on proposed legislation, Ministers are considering the views received to inform a new Agriculture Bill, which will be introduced in 2023. In turn, Parliament will consider the proposals and provide further comment on draft proposals, accordingly.
