To ask the Scottish Government how it ensures that community councillors are fit and proper persons and that any codes of conduct that govern them are enforced.
Answer
Scotland’s local authorities have statutory responsibility for community councils under the Local Government (Scotland) Act 1973. This includes the creation and oversight of any codes of conduct.
The Scottish Government has no statutory role for actively monitoring how local authorities fulfil their community council functions.
That said, The Scottish Government remains committed to supporting Community Councils to make a full and active contribution to the communities that they represent. Over recent times, the Government has been working with COSLA, the Improvement Service and Edinburgh Napier University to support the role of community councils.

To ask the Scottish Government what assessment the Cabinet Secretary for Justice has made of the potential impact of Brexit on the justice system.
Answer
The Scottish Government’s determination to remain in the EU doesn’t simply flow from self–interest; but a commitment to a union of solidarity. EU membership makes us safer and supports the international cooperation necessary to combat cross-border crime and terrorism.
My officials are considering the implications of the EU referendum and what actions are required to protect Scotland’s interests. They have been discussing these issues with key stakeholders and also their counterparts in the UK Government.
I spoke with the Home Secretary last week and emphasised the value of the EU justice and home affairs measures and the importance of early and continuing engagement on this topic at both Ministerial and official levels.

To ask the Scottish Government how many staff NHS Tayside employs and how this compares with September 2006.
Answer
Under this government the number of staff working in Scotland’s NHS has risen to a record high.
As at March 2016, 11,719.5 whole time equivalent staff were employed in NHS Tayside – an increase of 5.9 per cent since September 2006.*

To ask the Scottish Government when the annual progress report on the Scottish Climate Change Adaptation Programme will be published.
Answer
The Scottish Government published its second Climate Change Adaptation Annual Report on 31 May 2016. Highlights include Scotland's flood action plan and research on flood disadvantage; the launch of the National Centre for Resilience; projects by Edinburgh Adapts, Galloway and Southern Ayrshire Biosphere, and Climate Ready Clyde; the public bodies climate change reporting duty which includes adaptation; and new indicators which have been developed for the Programme.
In 2016 we look forward in July 2016 to the new evidence report on climate risks in the UK and Scotland, as well as the independent report on our programme by the Adaptation Sub-Committee of the Committee on Climate Change in September 2016. In 2017, Glasgow, a Rockefeller Resilient City, will host the third European Climate Change Adaptation Conference.
Copies of the annual report have been placed in the Scottish Parliament Information Centre, laying number SG/2016/75.
