To ask the Scottish Government, further to the answer to question S4W-13054 by Derek Mackay on 5 March 2013, what estimates it has made of the impact on employment opportunities arising from these decisions and whether it considers that the planning appeals system encourages or discourages sustainable development and employment creation.

Planning has an essential role to play in ensuring that we create the Scotland that we want, that we promote and strengthen our economy and build resilient communities. It should act as an enabler of sustainable development of the right type and in the right location. Decisions made by the Directorate for Planning and Environmental Appeals (DPEA) play an important part in this process. When making decisions on planning appeals reporters from DPEA will consider the economic benefits of a proposal along with other material considerations. No estimates have been made of the employment opportunities arising from decisions made by DPEA.

To ask the Scottish Government what the level of employment in manufacturing has been in the (a) Renfrewshire, (b) Inverclyde, (c) North Ayrshire, (d) East Dunbartonshire and (e) West Dunbartonshire local authority area in each year since 1997.

Table 1 shows the level of manufacturing employee jobs in the requested local authority areas, and those areas referred to in the answer to question S4W-13048 on 13 March 2012. The data are sourced from the Annual Business Inquiry (ABI) and the Business Register and Employment Survey (BRES). The ABI commenced in 1998 and BRES commenced in 2009. The manufacturing sector is defined using Standard Industrial Classification (SIC) codes.

The data provided are not entirely consistent over time. There are two main breaks in the data. The first main break occurs between 2002 and 2003 on account of the change from SIC 1992 codes to SIC 2003 codes. The second main break occurs between 2008 and 2009 on account of the change from SIC 2003 codes to SIC 2007 codes and the change in source from ABI to BRES. These changes may give rise to discontinuities, and as such the data is not strictly comparable across the series breaks.

To ask the Scottish Government how much investment from outside of Scotland there has been and how many jobs have been created in the (a) retail, (b) energy, (c) commercial property, (d) construction, (e) environmental waste management and (f) hotel, leisure and recreation sector in each year since 2007.

However, the Scottish Government’s Businesses in Scotland publication does include an estimate of the number of enterprises operating in Scotland that are foreign owned and rest of the UK owned, alongside estimates of Scottish employment and Scottish turnover for these enterprises.

To ask the Scottish Government whether productivity in the manufacturing sector has increased or decreased in each year since 1997.

Table 1 shows Gross Value Added (GVA) per employee for the manufacturing sector in Scotland. The data are sourced from the Annual Business Survey (ABS), which provides estimates from 1998 to 2010.

The manufacturing sector is defined using Standard Industrial Classification (SIC) codes.

The data are not entirely consistent over time, mainly on account of a change in the SIC codes between 2008 and 2009. Data for manufacturing on a SIC 2003 basis are provided from 1998 to 2008, and data for manufacturing on a SIC 2007 basis are provided from 2008 to 2010.

The size of the manufacturing sector has reduced under SIC 2007 compared to SIC 2003. At the Scotland level, manufacturing employee data reduced by around 6% and manufacturing Gross Value Added by around 4% in 2008.

5. Gross Value Added (GVA) per Employee is calculated by dividing GVA (at Basic Prices) by Total Employees. The GVA data used to calculate the figures in table is in current prices i.e. it has not been adjusted for inflation.

To ask the Scottish Government what the average wage in the manufacturing sector has been in each year since 1997.

The preferred source for earnings estimates is the Annual Survey of Hours and Earnings (ASHE), which is produced by the Office for National Statistics. The median is the recommended measure of average earnings as opposed to the mean.
