Scottish Government only hold procurement records for its own fleet. A breakdown of purchases of petrol and diesel fuelled vehicles is provided in the following table.

The Scottish Government launched a consultation for a refreshed Onshore Wind Policy Statement on 28th October 2021 which sets out our ambition for an additional 8-12 gigawatts of installed capacity by 2030. The policy statement also references the potential for refurbishment and recycling of wind turbines, supporting the recent Zero Waste Scotland report 'The Future of Onshore Wind Decommissioning in Scotland'. The Scottish Government are fully supportive of this work and its alignment with our zero waste policies.

I refer the member to the answer to question S6O-00181 on  22 September 2021, when I said that The Programme for Government outlines our commitment to introducing a Circular Economy Bill this Parliamentary session. Legislative plans will be set out in future Programmes for Government.

As set out in our 2021-22 Programme for Government, this year we will make our first investments from the £70m Recycling Improvement Fund. This will support local authorities in improving recycling infrastructure and help with aligning recycling collections to the Code of Practice under the Household Recycling Charter and maximise the quality and quantity of recycling.

The Scottish Government and Zero Waste Scotland introduced a Carbon Metric for waste from 2011, making Scotland the first country to measure the carbon impact of its waste in this way, and delivering on our commitment set out in Scotland’s Zero Waste Plan. The metric measures the whole-life carbon impacts of Scotland’s waste, and is a vital tool in our work to address the climate emergency.

Greenhouse Gas emissions from managing Scotland’s waste have reduced by more than 30% between 2011-2019. As set out in our update to the Climate Change Plan, our aim is to reduce these emissions further to 1.2 megatonnes by 2025, and 0.8 megatonnes by 2030.

As previously set out, we are working with industry, local government and environmental groups to develop a route map to deliver our waste and recycling targets for 2025. This work will be critical in determining how the waste and resources sector will contribute towards lower carbon emissions in the period to 2030 and beyond, including the approach to evaluating progress against our goal to reduce emissions.

Under Zero Waste Scotland’s Revolve certification scheme the number of stores reporting fluctuates year on year which leads to variations in data collated. Zero Waste Scotland do not receive data from all certified stores in a given year.

The data is self-reported by reuse stores, who can update monitoring processes for their unique circumstances over time.

While Zero Waste Scotland collect data on sales income, it does not hold data on the full "economic impact" of the reuse stores which would also include metrics such as other income, services provided, alongside social and employment impact.

Data collected by Zero Waste Scotland is set out in the following table.

How local authorities manage market driven budgets are a matter for individual local authorities who are autonomous bodies, responsible for managing their own day to day business and answerable to their electorates. In view of this it would not be appropriate for the Scottish government to interfere in that local democratic process. Local authorities must use their resources as efficiently as possible and deliver services effectively to ensure taxpayers get the best possible value.

However, the Scottish Government continue to meet with COSLA and local authorities on a regular basis to cover a range of topics, including current and future budget pressures.

As previously stated, pharmaceuticals are considered ‘contaminants of emerging concern’, so research and monitoring to understand trends in the level and impact of pharmaceuticals in the environment - and form an evidence base for future policy including increasing public awareness - is still in the development phase.

In terms of current activity, to address incorrect disposal, members of the public are encouraged to always bring unused medications to their community pharmacy, where they will be collected and safely disposed of by NHSScotland. All community pharmacies offer this service.

From 2022 the “Keep Antibiotics Working” public awareness campaign (which runs in November-December each year to coincide with World Antibiotic Awareness Week) will be redesigned to emphasise the multi-sectoral approach to containing and controlling antimicrobial resistance, including how important it is to avoid the incorrect disposal of pharmaceuticals.

SEPA and Scottish Water are members of the One Health Breakthrough Partnership (OHBP), supported by Scottish Government, which is committed to minimising the presence and concentrations of human medicines in the environment through a variety of interventions in medicines use and disposal to prevent them from reaching the water system. OHBP has supported work to produce a baseline assessment of levels of pharmaceuticals in Scotland’s water environment (see https://www.crew.ac.uk/publication/pharmaceuticals-water-environment-baseline-assessment-and-recommendations ) and partners plan to use this work a starting point to develop a visualisation tool for pharmaceuticals in the water environment that will also include information on levels and patterns of medicine prescribing in Scotland.

OHBP are also working on the following areas with NHS Highland for future source control applications:

1. establishing a waste amnesty scheme and a pharmaceuticals in the environment education campaign around inappropriate medicine disposal;

2. scoping social prescribing initiatives in line with the Realistic Medicine agenda; and

3. informing development of the Single National Formulary. This activity aims to advocate sustainable alternatives to pharmaceutical prescribing and avoid the use of the most eco-toxicologically relevant medicines.

The breakdown of Scottish Government funding through Zero Waste Scotland, to support Local Authorities aligning their services with the Household Recycling Charter, is outlined in the following table:

In 2019, the First Minister announced a programme of investment over 4 years to improve perinatal and infant mental health services across Scotland.

The Perinatal and Infant Mental Health Programme Board was established to drive forward this work by providing oversight and strategic direction. This includes supporting boards to develop services and ensure that recruitment happens in a timely manner.

Since March 2019, the Scottish Government has invested over £16 million in perinatal and infant mental health.

This figure includes;

• funding for community specialist mental health services in every health board in Scotland and inpatient services for women and families with the highest level of need,
• investment in the third sector across 33 organisations providing perinatal mental health support to women and families, and
• funding to support the voices of lived experience to shape the development of policy and services, and raise awareness of perinatal and infant mental health among professionals, policy makers and the public.

Scottish Government will continue to invest in these services over the life of the Programme Board. We will continue to invest in perinatal and infant mental health to extend our investment in these services beyond the life of the Programme Board. This funding will enable boards to recruit the required staff, fully establish specialist community perinatal and infant mental health services and deliver on Scottish Government commitments towards perinatal and infant mental health in the long term.

The Programme Board has incurred £423,044 in costs since 2019-20. This includes fees for Programme Board management, research and publishing, as well as the administration and development of the Perinatal and Infant Mental Health third sector funds.
