To ask the Scottish Government when it plans to publish its final circular economy and waste route map.

I am pleased to confirm the final Circular Economy and Waste Route Map has been published today. Link: https://www.gov.scot/isbn/9781836017974

The Route Map sets out an ambitious plan to deliver the priority actions to 2030 that will help us progress towards a circular economy and ensure we maximise the positive impact of the Circular Economy (Scotland) Act 2024 for communities across Scotland.

It is the product of extensive collaboration and engagement with the public, private and third sectors through two consultations since 2022, with consistently high levels of support for the proposals.

I want to thank all who have contributed to the Route Map’s development, including our delivery partners in businesses, local government, SEPA and Zero Waste Scotland. I look forward to working with them all to deliver the actions set out. The Route Map demonstrates the strength of support for Scotland’s transition to a circular economy and the importance of working together to reach our net zero and economic growth goals.

To ask the Scottish Government whether it will provide an update on its consultation, Review of Regional Strategic Bodies within the Glasgow and Lanarkshire college regions.

I can confirm that the Scottish Government will be proceeding with plans to:

Dissolve the Glasgow Colleges’ Regional Board, the Regional Strategic Body for the Glasgow college region;
No longer have New College Lanarkshire, designated as the Regional Strategic Body for the Lanarkshire college region; and
Designate each of the Glasgow and Lanarkshire colleges as “regional colleges”.

Subject to the Parliamentary process, I expect the new arrangements to be in place for the start of academic year 25-26.

The Scottish Government and the Scottish Funding Council (SFC) will work with both boards to develop transition arrangements and ensure the boards have appropriate support in place for any affected staff.

To ask the Scottish Government whether it will provide an update on its plans to publish a pilot proposal that would enable asylum seekers to work in Scotland and to share these proposals with the UK Government for consideration.

The Scottish Government made a commitment in the 2024 New Scots Refugee Integration Strategy to develop an Asylum Right to Work Pilot proposal. I am pleased to confirm that we have today published our proposal setting out a design for a prospective pilot scheme which would enable a cohort of those seeking asylum to work in Scotland, operating within the current UK immigration framework.

We have worked closely with a range of key stakeholders including local authorities, the third sector and employers to shape the development of the pilot proposal. This proposal would allow pilot participants awaiting a decision on their asylum claim to work after six months rather than the current twelve months, to no longer be restricted to roles on the Immigration Salary List, and to be supported by a flexible, wrap-around provision of support including employability and language learning. Individuals will be able to access employment sooner, have fewer restrictions on the jobs they can do and be supported in accessing, and maintaining, securing employment.

The next step is to share this proposal with the UK Government. I would urge the UK Government to engage constructively to agree a delivery model which supports individuals in making a positive contribution to their family and the community and includes safeguards.

Working jointly to develop and deliver a pilot will help individuals, communities and help to inform future policy approaches on the right to work.

To ask the Scottish Government whether it will provide an update on progress of its Heat in Buildings Strategy.

We have laid before Parliament today the third annual progress report against our Heat in Buildings Strategy and the first report against the Heat in Buildings Monitoring and Evaluation Framework: www.gov.scot/isbn/9781836018100.

The report describes significant activity in key areas, including through our delivery schemes, new build regulations, heat networks, the energy efficiency of our homes and steady growth in clean heat installations. This follows our recent consultations on proposals for a Heat in Buildings Bill, a Social Housing Net Zero Standard and EPC reform, and in relation to which we will confirm next steps shortly.
