To ask the Scottish Executive what the total expenditure on PFI/PPP projects has been in each year since 1999, broken down by local authority area.
Answer
Table A shows theunitary charges paid by local authorities for PPP projects in each of the yearsfrom 1999-2000 to 2006-07.
Table B shows theunitary charges for PPP projects that are not readily identifiable with a localauthority area as they span more than one local authority area. The informationis provided in each of the years from 1999-2000 to 2006-07.
The unitary chargeis the amount paid by the public sector procuring body to the private sector consortiumfor the services it provides over the length of the contract. The services includecapital construction, lifecycle maintenance and facilities management, and not justthe upfront construction cost of the asset.

To ask the Scottish Executive what support it gives to the social enterprise sector.
Answer
Our current frameworkfor support to the social enterprise sector is contained in Better business – a strategy and action plan forsocial enterprise in Scotland (Bib. number 42840) which highlights the importantcontribution a social enterprise business model can make to life in Scotland. It also contains a £1.5 million action plan for 2007-08intended to grow and develop social enterprise. We intend to build on the foundationof this strategy in considering the need for further support as part of the forthcomingspending review.

It has been estimatedthat social enterprises in Scotland contribute around £600 million to GDP, butwe currently do not have moreprecise figures.
