To ask the Scottish Executive whether there are plans to issue hollowed-out ammunition to firearms officers and, if so, whether it (a) has sought information on research in relation to such ammunition and (b) considers that its distribution contravenes the Hague Declaration of 1899.
Answer
Responsibility for firearms policy and legislation rests with the UK Government. Decisions on the issue of ammunition or weapons to firearms officers in Scotland are operational matters for Chief Constables.
