To ask the Scottish Executive whether it has any plans to create a centralised database of 'oological collections and, if so, whether such a database will be updated annually in order to measure the numbers and species of animals held in these collections, including their conservation status and the level of threat of extinction posed to species.

To ask the Scottish Executive how much funding was allocated for addressing drug misuse through (a) grant aided expenditure, (b) the Changing Children's Services Fund, (c) social inclusion partnerships and (d) criminal justice interventions, in each of the last three years, broken down by (i) NHS board and, where appropriate, (ii) local authority area, expressed also on a per capita basis and showing year-on-year percentage changes.

Resources allocated to local authorities as part of their Grant Aided Expenditure for 2001-02 to 2003-04 are shown in Table 1. The total was £6.8 million per annum and did not vary over the period. The mean per capita allocation was £1.33 (the variation was between £1.32 and £1.34).

Funding from the Changing Children’s Services Fund to support drug related work with young people and families was allocated to local authorities in accordance with a formula which took into account deprivation, rurality and numbers of looked after children. Allocations were made on a three year basis but have been split by year in table 2. Per capita allocations would not be meaningful given that this funding is designed for services for a specific target group.

Details of the allocation of tackling drug misuse funding for social inclusion partnerships for the last three years, broken down by local authority and NHS board are shown in table 3. As there can be a number of SIPs within a local authority area, details of per capita allocations are not meaningful.

Table 4 shows funding allocated to groupings of local authorities for the purposes of criminal justice social work. The funding includes allocations for drug courts, Drug Treatment and Testing Orders and addiction services including alcohol provision. Per capita allocations and percentage increases on a local authority basis are therefore not held centrally.

To ask the Scottish Executive when it expects to make an announcement regarding the implementation of the reform of the Common Agricultural Policy and what the timetable is for implementation.

An announcement is likely tobe made in February on the implementation of CAP reform in Scotland.The decision will take into account the outcomes of the consultation processand the strategic objectives in the Forward Strategy for Scottish Agriculture.Further decisions on the detail will be taken once the European Commission’sImplementing Regulations have been agreed.

The date for implementationof the new support arrangements is 1 January 2005.

To ask the Scottish Executive how many paediatric (a) nurses and (b) consultants are employed in each NHS board area, expressed also on a per capita basis and as a ratio to the number of children in each board area.

Details on the whole time equivalentand headcount of paediatric consultants and paediatric nurses, as well as thepopulation by NHS board area, are available from the Scottish Parliament InformationCentre, (Bib. number 30418).

Rates per 100,000 populationare also given. These rates should be treated with caution. The variability inrates between health boards can be partly explained by the number of consultantseach rate is based on. Also, these rates do not take account of cross-borderflows between health boards e.g. patients resident in one health board area mayreceive their treatment in another health board.

To ask the Scottish Executive under what circumstances a Scottish student at a Scottish higher education institute would have to pay upfront tuition fees.

Tuitionfees have been abolished for Scottish domiciled and EU undergraduate studentsstudying full-time higher education courses in Scotland. This support is available to all eligible full-timestudents to undertake study up to degree level or equivalent, provided theyhave not previously undertaken such a course with assistance from public funds.A student who undertakes a second course at the same level or who repeats partof a course for which they have previously received fee support will, therefore,have to pay a contribution towards the cost of tuition.

Most students undertakinghigher education courses on a part-time or distance learning basis will have topay tuition fees although a fee waiver scheme is in place to meet this cost forstudents who are in receipt of benefits or on a low income.

Most postgraduate students willpay tuition fees, although full-time students on postgraduate certificate of education,postgraduate diploma in community education courses and those who are eligible foran award under the postgraduate students allowances scheme will have their feespaid.

To ask the Scottish Executive what discussions have taken place with Her Majesty's Government in respect of revenue raised from road traffic fines in Scotland remaining in Scotland.

The income from Fixed Penalty Notices generated by speed and red light cameras operated within the Scottish Safety Camera Programme may be applied within Scotland forapproved programme purposes, by agreement with HM Treasury. The Executive isalso in discussion with HM Treasury with a view to applying the same arrangements in respect of offences detected by other camera equipmentincluding failure to display a licence disk, driving without insurance anddriving without a valid MOT.

To ask the Scottish Executive when it will complete its research organisation assessment exercise on agricultural research funding; whether it will publish all options considered as part of, and papers relevant to, the exercise, and what information it has on the extent to which there has been consultation with staff, the public and other relevant parties.

The research organisation assessmentexercise was an assessment of performance of research carried out at the researchorganisations and has now been completed.

The individual reports of the Institutes of the assessment exercise are confidential although a summaryof the outcomes and general conclusions overall will be contained in the FourthAnnual Report of the Agricultural and Biological Research Strategy 1999-2003 dueto be published shortly.

Relevant members of staff of the research organisations have been fully involved in the research organisationassessment exercise.

Part of the assessmentexercise included an assessment of end use relevance for each of the instituteswhich involved a large consultation on the relevance of end-users. Responses tothis consultation exercise were provided in confidence.
