To ask the Scottish Executive which local authorities have implemented direct payment schemes for community care service users with disabilities under the powers given to them by the Community Care (Direct Payments) Act 1996 and what is the level of take up of existing schemes.
Answer
Social work departments were consulted on their experience of direct payments after the first year of implementation of the Community Care (Direct Payments) Act 1996. The councils listed below indicated that they operated, or intended to operate, a direct payments scheme and that a total of 70 disabled people were receiving payments at December 1997.

To ask the Scottish Executive, further to the answer to S1W-950 by Mr Jim Wallace on 14 September 1999, when was the last time it discussed with Her Majesty's Government assistance to former World War Two prisoners of war residing in Scotland and claiming compensation for suffering endured whilst captives of the Japanese.

To ask the Scottish Executive what action it will take to assist Inverclyde Council in dealing with issues identified in the 1996-97 audit report which have not yet been successfully progressed, including the errors and differences in financial statements, the poor documentation to support accounts, the unreliability of fixed asset valuation and the unsatisfactory state of control arrangements in key areas, including banking reconciliations.
Answer
This is a matter for Inverclyde Council. We expect the council to address its difficulties and implement all recommendations that the external auditor made in the 1996-97 audit report. The external auditor will follow up these recommendations through the audit process.

To ask the Scottish Executive why the 1997-98 audits in respect of Aberdeenshire, Argyll and Bute, Clackmannanshire, Dumfries and Galloway, Dundee, East Dunbartonshire, Edinburgh, Highland, Inverclyde, West Dunbartonshire and West Lothian councils remain outstanding beyond their due submission date of 30 June 1999 and when these audits are expected to be submitted to the Controller of Audit.

The completion of these outstanding audits is a matter for the Accounts Commission for Scotland. I have referred your question to the Controller of Audit who will write to you giving the reasons for the delays and the dates for likely completion.

To ask the Scottish Executive what representations it has made to Her Majesty's Government to ensure that claimants in Scotland who are eligible for council tax benefit and housing benefit do not lose their benefit entitlement due to technical breaches by local authorities of the claiming and awarding procedures used.

Council Tax Benefit and Housing Benefit are reserved matters administered by local authorities on behalf of the Department of Social Security (DSS). Benefit claimants should not lose their entitlement due to technical breaches by local authorities.

To ask the Scottish Executive over what time period the #10.8 million underpayment in rate support grant to Fife Council in financial year 1997-98 resulting from the overstatement of rateable valuations of non-domestic properties will be recovered by Fife Council.
Answer
The adjustment in respect of Fife Council's original overstatement of its estimated non-domestic rate income for 1997-98 was made in a single payment to the Council on 3 February 1999.
