To ask Scottish Government what progress has been made towards the 2023 revaluation of non-domestic properties.

The next non-domestic property revaluation will take effect on‎ 1 April 2023. The draft valuation roll was published on 30 November and draft valuation notices will be issued by Assessors from then. Final valuation notices in respect of 1 April 2023 will be issued from that date.

We accepted the independent Barclay Review of Non-Domestic Rates recommendation to move to three yearly revaluations and a one-year tone date to ensure that property values more closely align with current market conditions. The 2023 revaluation will therefore be based on rental values as at 1 April 2022.

The functions of Valuation Appeal Committees are scheduled to transfer to the Scottish Tribunals on 1 April 2023 in the new Local Taxation Chamber. The Non-Domestic Rates (Scotland) Act 2020 provides the framework for a two-stage non-domestic rating appeals system which is also scheduled for introduction on 1 April 2023. Subordinate legislation covering the detail of the changes to appeals process is due to be laid before the Parliament in December.

These changes will deliver greater transparency and fairness in the non-domestic rates system.

To ask the Scottish Government whether it will provide an update on when it expects to set out the planned Emergency Budget Review.

The Scottish Government previously informed Parliament that a statement setting out an Emergency Budget Review (EBR), in relation to the 2022-23 Scottish Budget, was planned for the week commencing 24 October.

However, following the unprecedented uncertainty and instability brought about by the current UK Government in recent weeks, including a series of announcements and changes to UK economic and fiscal measures leading to economic turmoil, mortgage products being pulled, the pound crashing and the Bank of England having to take emergency action to stabilise financial markets, culminating in another change in Prime Minister, the EBR will be deferred until after the planned fiscal statement from the new UK administration currently scheduled for 31 October. This will also allow the EBR to take account of updated independent forecasts of the UK economy from the Office for Budget Responsibility.

Parliament will be kept informed regarding the updated timing of the EBR statement.

To ask the First Minister what impact recent changes within the UK Government will have on the Scottish Government's Emergency Budget Review.

To ask the Scottish Government whether it will provide a breakdown by project of what impact the current rate of inflation will have on Public Private Partnership/Private Finance Initiative payments from April 2023.

The latest information held by the Scottish Government on these type of payments relates to 31 March 2021. The impact of the current inflation rate will be reflected within our next annual data update exercises which are planned to be undertaken later in the year.

The latest payment information relating to Non-Profit Distributing (NPD) contracts is available from the Scottish Government website by way of the following link www.gov.scot under ‘NPD/hub programme’ and ‘NPD projects pre-November 2010’. The majority of the NPD/hub programme payments, including those relating to original construction costs and financing costs, are not indexed linked, making them less sensitive to increased inflation rates.

In some of the earlier PFI contracts, especially within the health sector, up to 100% of the annual payment was indexed linked meaning that payments therefore can increase with inflation each year. The latest payment information collated by the Scottish Government relating to PFI contracts as at 31 March 2021 has not yet been published by HM Treasury. The associated information relating to this from 2023-24 onwards is however included within the following tables.
