To ask the Scottish Executive whether the draft single outcome agreement with Shetland Islands Council specifies how and when the council will offer kinship care allowances to a wider range of recipients and, if so, what the details are in the agreement.
Answer
Providing a weekly allowance for approved kinship carers of looked after children is one of the commitments contained in the concordat signed with COSLA in November 2007. Progress against each of the commitments in the concordat will be reported annually by COSLA at the end of each financial year, separately from the single outcome agreement process.
It is up to local authorities to determine how to prioritise and allocate funds to meet their commitments locally.

To ask the Scottish Executive what financial support it plans to offer voluntary organisations such as Depression Alliance Scotland whose Inverness group faces possible closure at the end of March 2008 due to a lack of available funding.
Answer
The Scottish Government strongly supports the work of the third sector. We are making £93 million available to the third sector over three years, a 37% increase on the last spending review.
Supporting the voluntary sector is an important part of the spectrum of attention given to addressing the mental health priority in Scotland.
Local level support is a matter for the local authority and other public bodies - who will make decisions based on local needs and priorities.

Discussions on the allocation of the additional £9 million for English for Speakers of Other Languages (ESOL) are currently underway with key stakeholders. A decision is expected shortly.

To ask the Scottish Executive what provision is planned to deliver classes for English for speakers of other languages to the rural areas of the Highlands and Islands parliamentary region.

This information is not held centrally.
Providers have discretion over the volume and nature of ESOL provision, although they should have regard to our adult ESOL strategy in planning such provision.
Publicly funded ESOL (English for Speakers of Other Languages) classes are provided in Scotland's colleges, Community Learning and Development (CLD) partnerships in local authorities and by a small number of voluntary providers.

To ask the Scottish Executive what steps it will take to ensure that tagging and intensive monitoring are effective.
Answer
Intensive support and monitoring will be available to all local areas from 1 April 2008. Responsibility for the effective use of these measures is a matter for local agencies. Scottish Government is taking forward a programme of work to support local areas in managing high-risk young people, including through the use of intensive support and monitoring for young people who meet the criteria and may benefit from the service. This includes updated regulations, training, good practice, events and the deployment of professional advisers to provide on-going support utilising the experience of intensive support and monitoring Phase One areas.
