To ask the Scottish Executive, further to the answer to question S1O-3221 by Jackie Baillie on 29 March 2001, how many interim leaflets on its central heating scheme have been distributed in the Glasgow City Council area and how it plans to further publicise the scheme in this area.
Answer
The leaflet concerned has been sent to a large number of organisations in the private, public and voluntary sectors throughout Scotland who have been asked to make it widely available. Thousands of copies have been distributed across Scotland and additional supplies have been arranged to meet the high level of interest in the scheme. The central heating programme will continue to be publicised through the organisations described and the Managing Agent who will deliver the programme in the private sector.

To ask the Scottish Executive whether there has been any delay in the central heating initiative due to start on 1 April 2001.
Answer
No. Local authorities have already begun the process of installing central heating systems under the Executive-funded £350 million programme. Scottish Homes is making arrangements for the delivery of the programme in qualifying housing association properties. The Executive is also in the process of appointing an agent to manage the delivery of the Central Heating Programme to owner occupiers.

To ask the Scottish Executive whether licensing and operation of haulage vehicles weighing 45 tons or over on roads on which schools are located is compatible with its policy on safer routes to schools.
Answer
The regulation and licensing of vehicles is a reserved matter. Roads authorities have powers to prevent the use of specified roads by particular types of vehicle. In addition, they are required to be notified of any proposed movement on public roads of vehicles of 45 tonnes and over.It is up to them to consider applications for such movements in the light of all the local circumstances, including whether or not the proposed route passes a school.

To ask the Scottish Executive what powers it has to restrict haulage vehicles from using routes on which schools are located.
Answer
Road authorities are responsible for all aspects of road safety, road maintenance and traffic management on roads in their area. They have powers under the Road Traffic Regulation Act 1984 to prevent the use of roads by vehicular traffic of a kind, or in a manner, which is unsuitable having regard to the character of the road.
