To ask the Scottish Executive, further to the answer to question S1W-27065 by Malcolm Chisholm on 16 July 2002, whether it will publish the national guidance on car parking charge practice issued to NHS trusts.
Answer
In accordance with standard practice, the national guidance on car parking charges was published in Management Executive Letter (MEL) (2000) 13, dated 17 March 2000, copies of which are available to the public through The Stationery Office. Should the guidance be revised following the current review, it will be published in a Health Department Letter (HDL) and made available in the same way.

To ask the Scottish Executive, further to the answer to question S1W-27064 by Malcolm Chisholm on 11 July 2002, whether there is a shortfall between the funding of #754 million allocated to Lothian NHS Board and projected expenditure by the board in 2002-03 and how much any such shortfall is, broken down by NHS trust and hospital.
Answer
Resources are allocated to NHS boards on the basis of need. Boards are held to account for managing within the allocations made to them and for achieving national and local targets.The Health Department will support boards to achieve these targets through regular monitoring and performance management.

To ask the Scottish Executive how many ambulance shifts were not covered in the Lothian NHS Board area in each of the last (a) three years and (b) seven months.
Answer
This information is not available for the Lothian NHS Board area for the periods in question. The manpower planning system used in other parts of Scotland to provide this detail has only recently been installed in this area.What we do know is that in recent weeks, in the Lothian NHS Board area, the number of uncovered shifts amounts to less than 1% of all rostered shifts.

Information on class composition is only available centrally from the school census, which does not take place at the start of the school term. To ask the Scottish Executive whether it issues guidance to local authorities on staffing standards in primary schools and, if so, what that guidance is.
Answer
The Schools (Scotland) Code 1956 as amended by the Schools (Scotland) Code (Amendment No. 1) Regulations 1972 established minimum staffing levels. Although this is still in force it has been overtaken by recent legislation on class sizes in primary 1 to 3 stages and teachers' conditions of service agreements on class sizes.

To ask the Scottish Executive what research it has done into the effects of being taught in a composite class on the educational attainment of children.
Answer
The Scottish Executive has not carried out research into the effect of composite classes on attainment as such. There has been some international research into multi-grade classes that suggests that such classes have no consistent effect upon attainment but there is no consensus on this issue. We intend as part of the Scottish Executive research programme to conduct research into the effect of class organisation on attainment in 2003 and that project will also consider the effect of class size and composite classes.

To ask the Scottish Executive whether it plans to ensure that McKesson Corporation will be pursued for payment of any fines incurred in respect of work for the NHS.
Answer
Because contracts of this nature are between trusts and the company, the Executive has no power to seek compensation directly. However, I expect that any compensation properly due from McKesson Corporation to be pursued.
