To ask the Scottish Government how it monitors and manages the environmental impact of maintenance and upgrade works on the A90.

All potential schemes and projects on the trunk road network, including those intended for the A90 trunk road, are screened for environmental effects by environmental specialists. A record of the assessment is prepared which includes the mitigations to be implemented that will remove or minimise the environmental impact.

The assessment process ensures that legislative requirements are met, and best practice implemented to keep environmental effects to an absolute minimum.

During the construction phase, monitoring of environmental mitigations is undertaken. This will include on-site surveys, inspections, and audits.

To ask the Scottish Government how many accidents have been recorded on the A90 in each of the last five years, and how these have informed maintenance and upgrade priorities.

Statisticians within the Department for Transport have devised a method for adjusting the road casualty figures to ensure that they can be compared over time on a consistent basis.

Road safety is of paramount importance to the Scottish Government. The safety performance of the trunk road network is assessed on an annual basis by screening all locations where three or more personal injury accidents have occurred in a three year period. Alongside accident clusters, accident patterns and rates in the form of Route Accident Reduction Plans (RARP) are also looked at. This ensures that full consideration is given to accidents that may be spread along a corridor. Further investigations are then carried out and, where appropriate, mitigation measures are prioritised for delivery. This robust, evidence-based approach ensures that the funding available is prioritised for those locations with the potential to deliver the greatest casualty accident savings. It is essential that we use the evidence is used in this way to support the delivery of the casualty reduction targets set out in Scotland’s Road Safety Framework to 2030.

From this process the following schemes have been constructed on the A90:

In 2021, new lining was introduced on the central reservation gap at Lochlands junction by Forfar, to assist driver prioritisation.
In 2024, safety barriers and signage were upgraded between Kirriemuir Junction and the B9127 off-slip.
In 2024, road markings and studs were implemented between the B9128 junction and the St Ann's interchange. Further safety barrier and road signs improvements are programmed for delivery in 2025.

Transport Scotland’s Operating Company are currently taking forward signing, lining and safety barrier design work for the A90 section from Emmock Roundabout to A928 Petterden junction as well as for a junction improvement on the A90 at Fowlis to assist drivers in safely exiting the A90.

To ask the Scottish Government how it ensures that the maintenance of the A90 is conducted in a way that minimises disruption to road users.

Our Operating Companies are required to undertake a series of activities aimed at improving journey time reliability by minimising the risk of disruption to the operation of the trunk road network.

To minimise disruption, we programme work to take place during quieter periods whenever possible. Due to the strategic importance of Scotland’s trunk road network, our Operating Companies are required to minimise the potential disruption and inconvenience to road users caused by essential maintenance by planning works, combining activities and coordinating with all stakeholders, including statutory undertakers (e.g. utilities and telecoms companies). We also continue to demonstrate a strong ethos in the communication of timely and consistent information on upcoming road works. Engagement includes advertising road works where there is an impact on road users via a number of mediums including social media platforms, radio adverts, email alerts, media releases and where practicable leaflet drops for high impact schemes.

Transport Scotland is responsible for managing the Traffic Scotland service which enables the collection and distribution of real-time traffic information relating to incidents and events taking place on the Scottish trunk road network. The Traffic Scotland website (Traffic Scotland | Trunk road traffic updates & route planner) provides up-to-date information on current and planned road works, and advance warnings are also displayed to road users on variable message signs. We also work closely with the Scottish Road Works Commissioner, established to oversee the planning and coordination of works on Scotland’s roads by all roads authorities and statutory undertakers.

Delays are continuously monitored on the Trunk Road Network. Any delays exceeding 12 minutes are reported to Transport Scotland who then communicate delays through their various public access systems

To ask the Scottish Government which projects funded by Transport Scotland in the last five years have delivered the largest economic impact, and how this has been assessed.

All major transport projects are appraised and evaluated in line with the Scottish Public Finance Manual and Scottish Transport Appraisal Guidance (STAG) which are consistent with HM Treasury Green Book guidance. The Green Book (Section 6.1) generally discourages the calculation of macroeconomic impacts (employment and GDP) and it is generally not possible to evaluate the macroeconomic impact of specific transport projects separately from general changes in the economy.

The approach within appraisal is to estimate the microeconomic welfare benefits of projects. Within STAG this is a mix of quantified and qualitative impacts across the 5 STAG criteria (Climate Change, Economy, Environment, Equality and Accessibility and Health and Wellbeing) and any Transport Planning Objectives which reflect the National Transport Strategy priorities. This allows comparison between options within intervention but does not provide a simple way of comparing across projects. The second Strategic Transport Projects Review (STPR2) was undertaken to provide this cross-project information to aid decision making.

To ask the Scottish Government what mechanisms are in place to monitor and report on the economic impact of Transport Scotland-funded projects after their completion.

Evaluation is essential to the work of Transport Scotland to assess whether policies and interventions are being delivered as intended, and to help identify ways to improve them.

Transport Scotland follows published evaluation guidance for both rail and road projects. This includes frameworks for the evaluation of road and rail schemes and recommended timescales for each. These are typically at one-, three- and five-years following completion of projects. These reports and data sets are published on the Transport Scotland website and include evaluation of economic impact where relevant.

For projects out with rail and road schemes, Transport Scotland follows general evaluation guidance published by the UK Government which advises on evaluation following project completion. The evaluation approach is tailored to ensure it is proportionate to the scale of the project and will include evaluation of economic impacts where relevant. Reports and data sets from these evaluations are also published on the Transport Scotland website.
