Our priority at present is to work to change the basis of pitch fee uprating from the Retail Prices Index to the Consumer Prices Index under the Mobile Homes Act 1983. Once this is complete, we will work towards undertaking a post implementation review of the Residential Mobile Homes Site Licensing scheme.

Local authorities are the licensing authority for permanent residential mobile home sites in their area and are responsible for setting the licence conditions and enforcing them if breached.

To ensure a degree of consistency, under section 5(6) of the Caravan Sites and Control of Development Act 1960, the Scottish Government publishes guidance (https://www.gov.scot/publications/guidance-local-authorities-licensing-system-mobile-homes-sites-permanent-residents/) to local authorities on how to operate the licencing system effectively. This includes a set of model standards (https://www.gov.scot/publications/model-standards-residential-mobile-home-site-licences/) for sites which covers issues such as site safety and maintenance, supply of utilities, roads, gateways and traffic routes as well as pedestrian routes. Different organisations have responsibility for enforcing safety standards, depending on the service provided.

The Mobile Homes Act 1983 governs pitch agreements for permanent residential mobile home sites. It requires that the site owner provides a prospective resident with a copy of the Written Statement setting out the rights and responsibilities of both parties alongside other relevant information.

The Scottish Government published guidance (https://www.gov.scot/publications/guide-mobile-home-owners-scotland/) for mobile home owners in Scotland which explains the rights and responsibilities of residents of mobile homes sites.

The Scottish Government also publishes website information for mobile homes site residents and owners at https://www.mygov.scot/browse/housing-local-services/mobile-homes, which is in the process of being updated, in consultation with relevant stakeholders.

The Law Society of Scotland provides information at https://www.lawscot.org.uk/members/professional-support/legal-aid/ on how to access legal aid and how to identify a solicitor who has knowledge of their area.

Scottish Government officials have met with the Law Society of Scotland, along with the Scottish Confederation of Park Home Residents Associations, to discuss some of the difficulties residents have encountered in seeking to find a solicitor.

Pitch agreements for permanent residential mobile home sites are regulated by the Mobile Homes Act 1983 which sets out the rights and responsibilities of site owners and mobile home owners. Disputes under the Mobile Homes Act 1983 are heard by the Sheriff Court.

The Scottish Government is committed to increasing teacher numbers to deliver improved outcomes for children and young people.

The number of teachers in permanent posts has remained stable at more than 80% over the past 10 years. In addition, the number of teachers in Scotland's classrooms has increased by more than 2,500 over the past decade, as a result of investment by the Scottish Government. While we cannot direct teachers where to work, it is important to note that teacher vacancies arise across Scotland throughout the year.

We recently agreed with local government a commitment to working together to restore teacher numbers to 2023 levels in 2025-2026, freeze learning hours and make meaningful progress towards reducing class contact time for teachers.

In order to support each of these measures, the Scottish Government is increasing the funding available to local government to £186.5 million in 2025-2026, and will issue £145.5 million to local government in full this financial year.

Local government will also receive additional funding of £28 million from 2025-2026 to develop the Additional Support for Learning (ASL) education workforce with further funding of £1 million being made available to support national initiatives which will help to recruit and train more ASL teachers.

Data on supply teachers is not collected or held by central government.

Local authorities have the statutory responsibility for delivering education. Therefore the Scottish Government does not collect data on teacher absences or the reasons for them.
