Other than Brussels, Scottish Government international network offices outside the UK are based in the corresponding British Embassy or High Commission. Scottish Government staff in these locations regularly engage with their UK Government counterparts, sharing information to ensure opportunities for collaboration are maximised and to avoid any risk of duplication. All our offices prepare business plans setting out priorities and activity for the year. Where possible we seek to collaborate around key Scottish events in the diplomatic calendar including Burns Night and St Andrew’s Day. Similarly, our teams based in Scotland regularly engage with the FCDO’s devolution unit and with various operational teams and governance structures to ensure a good flow of information.

Building maintenance of the site is carried out through two separate contracts. Noted below is both the planned and reactive/repair maintenance costs for the last 5 years for each contract. Overall total for both contracts being £8,117,010.95 excluding VAT.

Scottish Government promotes community-led action and works to embed community resilience through a number of connected policy areas which enable collaboration between community resilience groups, voluntary sector organisations, Government and statutory responders. Scottish Government has committed up to £5.5 million, in 2024-25, to fund a network of Climate Action Hubs to transition to low carbon, reduce emissions, and improve resilience in the face of ongoing climate change and extreme weather events. Community groups, charities and social enterprises lead climate action hubs across Scotland.

The Flood Risk Management (Scotland) Act 2009, sets out the minimum requirements for SEPA and local authorities to consult as part of the Flood Risk Management Planning Process. It also sets out the specific requirements for consultation related to flood protection schemes.

More broadly Scotland’s National Planning Framework 4 is clear that our places can only work for everyone if the views of all users are properly understood.

Planning authorities are preparing new local development plans (LDPs). Planning authorities should consider how these plans can best meet the needs and aspirations of the different people who have an interest in a place. Requirements for community engagement are set out in detail in the LDP Guidance. That guidance makes clear that the planning authority is expected to involve a range of people at all stages in the preparation of the LDP. The authority must engage with the public at large as well as specific organisations and societal groups.

The Scottish Government encourages use of the National Standards on Community Engagement as best practice.

The Scottish Government’s international network delivers tangible benefits to our people, businesses and organisations, including higher education institutions and those in the cultural and creative sectors. From attracting overseas investment and growing exports, to facilitating cultural exchanges, our active engagement on the global stage supports the delivery of Scotland’s domestic policy objectives.

The National Flood Resilience Strategy sets out a long-term vision for a flood resilient Scotland through to 2045, this will continue to require significant public and private investment.

Scottish Government already provides substantial funding to support flood resilience. Since 2008, the Scottish Government has made available £42 million per year to local authorities to invest in flood risk management actions and the 2020 Programme for Government committed an additional £150 million over the course of this Parliament for flood risk management actions. In addition, £15 million has been provided in the draft 2025-2026 Scottish Budget to support the delivery of the Strategy’s actions, wider flooding resilience and coastal adaptation work.

The Strategy will be delivered via an implementation plan which will be developed with partners over the coming months.

The Rail Cluster Builder is a specific example of Scottish Government supporting manufacturers to develop decarbonisation technologies. Funded by Scottish Enterprise, Transport Scotland and Skills Development Scotland, the Rail Cluster Builder Phase 2 is a three-year project building on the momentum of Phase 1, giving opportunities for Scottish SMEs to bring new ideas, new thinking and learning from other industries across Scotland into the railway sector and helping to create innovative, green solutions that will support our net zero targets.

A key element of Phase 2 is ensuring that businesses have access to support to address the skills related challenges faced by organisations in the rail sector. Skills Development Scotland provide support to companies to identify their skills needs and how to develop their existing workforce in order to build capacity, grasp opportunities and increase competitiveness.

The Scottish Government’s international network offices do not have a role in developing policy on options for Scotland’s constitutional future. Nevertheless, it is the role of the Civil Service to support the elected government of the day in developing and implementing its policies. That is the case for work on independence as it is for the rest of the government’s work.

The Scottish Flooding Forum, funded by Scottish Government, already makes a broad range of resources available to individuals and households. These cover preparation and protection, what to do if flooding occurs, recovery and guidance on actions communities can take together. The SFF also have an online Property Protection Advisor tool.

If someone lives in an area that may flood they can also contact the Scottish Flooding Forum enquiry telephone line for advice, information and support to protect their property.

The budget for the Scottish Government’s International Development Fund was set in the Budget (Scotland) Act 2024 at £11.5 million for financial year 2024-25. The settlement of £12.8 million, as published on 4 December in the Scottish Budget, relates to the next financial year 2025-26.

Over the course of 2024, we have continued to launch new programming following a series of competitive calls for proposals, as well as continuing to fund some existing long-term initiatives:

In Inclusive Education, we are funding: scholarships for women and girls in Malawi, Zambia, Rwanda, and Pakistan; and a programme which aims to remove barriers to quality education for out-of-school children with disabilities and additional support needs in Malawi, Zambia and Rwanda. In Equalities, in March we launched our Women and Girls Fund which will support the advancement of gender equality and empowerment of women and girls in our partner countries. We have additionally continued our support for the Police Scotland Peer-to-Peer Partnership Programme with the Police Services of Malawi and Zambia.
