The Scottish Government has not discussed the possible introduction of a non-domestic rates public health supplement with Public Health Scotland. The Scottish Government and Scottish Ministers regularly meet with Public Health Scotland about improving and protecting the health and wellbeing of all of Scotland’s people - including measures to tackle public health challenges.

There are no plans to expand the eligibility criteria for our No One Left Behind approach as it already delivers an all-age, place-based employability support system that tackles inequalities in Scotland’s labour market.

No One Left Behind is the approach to devolved employability support between Scottish and Local Government. It builds on the values established at the outset of devolution, and the principles that underpin our policy and delivery:

• provides flexible and person-centred support;

• is more straightforward for people to navigate;

• is better integrated and aligned with other services;

• provides pathways into sustainable and fair work;

• is driven by evidence, including data and the experience of participants; and

• supports more people – particularly those facing multiple barriers – to move into the right job, at the right time.

Given the range of barriers individuals may experience, and that these barriers are often intersectional, the eligibility criteria for individuals to receive employability support in relation to training for employment from No One Left Behind is purposefully broad to ensure local areas have the flexibility they need to respond to local demand.

The Scottish Government does not collect data on the time-period in which people enter employment following support from the No One Left Behind Programme. However, the Scottish Government does collect data on the number of people entering employment and those that are still in employment at specific points thereafter - 4, 13, 26 or 52 weeks.

The most recent statistics indicate that of the 20,743 people supported through No One Left Behind that have entered employment since 2019, 8,657 (42%) were in employment at 4 weeks, 8,130 (39%) at 13 weeks, 7,102 (34%) at 26 weeks, and 4,227 (20%) at 52 weeks after entering employment.

Note that these figures are based on the percentage of all people that have entered employment who responded to the follow-up question. Therefore it is not a full or complete sample and we believe the data is therefore likely an undercount of the true figure.

The Scottish Government is actively reviewing this methodology following user consultation earlier this year to improve reporting on the duration of outcomes for No One Left Behind participants.

The Scottish Government’s policy towards local authorities’ spending is to allow local authorities the financial freedom to operate independently. As such, the vast majority of funding is provided by means of a block grant. It is then the responsibility of individual local authorities to manage their own budgets and to allocate the total financial resources available to them, on the basis of local needs and priorities, having first fulfilled their statutory obligations and the jointly agreed set of national and local priorities.

Decisions on Local Government budget allocations for future years are subject to the outcome of negotiations with COSLA, the results of which will be confirmed in future Scottish Budgets.

Furthermore, although it is the statutory responsibility of local authorities to manage and maintain their school estate, East Dunbartonshire Council will receive significant funding support from the Scottish Government - through the £2bn Learning Estate Investment Programme - for their Lenzie Academy project.

The legal powers to mandate the reporting of pay gaps is largely reserved to the UK Parliament and is currently limited to the reporting of gender pay gaps under the Equality Act 2010 (Gender Pay Gap Information) Regulations 2017. There is no requirement for data to be disaggregated or collected to the level of parental status and Scottish Ministers have no plans to expand pay gap reporting in this way.

Officials have met with education leads in the local authorities expecting to be most affected to understand their assessment of the potential move of pupils to the state sector. We have also sought assurance from local authorities that they have the capacity to support pupils in the event of an independent school closing. I have met with the Scottish Council for Independent Schools and officials will continue to engage with them directly, following this policy change from the UK Government.

The independent Pathways review and recommendations were developed through extensive consultation and engagement with entrepreneurs and analysis of data on women in entrepreneurship.

Activity within the South of Scotland Enterprise Pilot pre-start programme and projects funded through the Pathways Fund will be evaluated to determine effectiveness and to support the development of further implementation of the Pathways recommendations.
