Criminal Justice Committee [Draft]
Meeting date: 4 December 2025
Pauline McNeill
I am mindful that amendment 57 would add aspects that are not directly related to the legislation to the review of assisted dying legislation. Bringing in other matters may risk diluting the review process. I am also mindful that amendments 54 and 57 duplicate each other to a certain extent.

Our next item of business is completion of our pre-budget scrutiny. We have one panel of witnesses today and I intend to allow up to 90 minutes for this item. I refer members to papers 3 and 4.
I move amendment 1.

Under agenda item 1, we must decide whether to take in private item 5, which is consideration of today’s evidence from the Climate Change Committee, and item 6, which is consideration of our work programme. Do we agree to take those items in private?

The Official Report is a written record of what was said in public meetings of the Scottish Parliament and in committee meetings. It is a substantially verbatim report. This means that repetitions and redundancies are omitted and obvious mistakes are corrected. Official Report staff exercise editorial judgment to convey the spoken word in written text while maintaining the flavour of the speech.

I will not go into the detail of the options for change at the moment—you have put that on hold anyway—but I will talk about your budget asks. If you get what you want, will it give you more money to look at the list of fire stations that you are considering closing?

I want to ask you about the programme of decontamination. You have said quite a lot about the state of your estate. There is quite a bit of interest among MSPs about the rolling programme for decontamination facilities. What can you say about the progress that could be made on that if you got your capital ask?

I understand that. What do you need from the Government in the budget, given what you have said to the committee about the likely increase in waiting times for the High Court?

Is there anything built into the budget for that added pressure? Have you asked for anything for that? I presume that you will not meet those time limits on day 1, but maybe you will.
