However, I still do not understand how that would change what you heard on the “Today” programme about student loans, because I do not think that those things are connected. I understand the arguments that you are making about devolving broadcasting, but I do not understand how that connects with “Woman’s Hour” or the “Today” programme. Maybe you were being rhetorical.

Adam Tomkins, you talked about the “vagueness” of the British constitutional arrangement—and you described the fact that it is vague as a strength. I ask you all to tell us what is certain about the legalities surrounding the constitutional arrangements that we have in these islands. What is certain in law? That is your area of expertise.
