Will you expand on the work that the Scottish Government can do to provide access to support for those with no recourse to public funds? What work is going on in the Scottish Government? How is it working with the UK Government to address the situation, which is very challenging for those involved?

Our main item of business is item 2, which is an evidence-taking session with the Cabinet Secretary for Social Justice, Housing and Local Government on the Scottish Government’s priorities for government. As this is the first time that Shona Robison has appeared before the committee, I congratulate her on her new role and welcome her to the committee. We were colleagues on the Social Justice and Fairness Commission, so it is a pleasure to see you in your current position, cabinet secretary, and the committee is looking forward to working with you over the coming session.
I also welcome the Scottish Government officials who are supporting the cabinet secretary: Alison Byrne, deputy director, social security management and delivery division; and Paul Tyrer, interim deputy director, social justice and regeneration.

Our next item of business is an evidence session on the committee’s pre-budget work in preparation for the Scottish Government’s publication of its 2022-23 budget. The focus of this morning’s session is on the spending needed in 2022-23 to meet the 2023-24 interim targets for reducing child poverty.
I welcome to the meeting our panel, who are joining us remotely. Chris Birt is the associate director for Scotland of the Joseph Rowntree Foundation; John Dickie is the director of the Child Poverty Action Group in Scotland; and Bill Scott is the chair of the Poverty and Inequality Commission. Good morning, colleagues, thank you for joining us.
I will mention a few housekeeping points before we kick off. Welcome back, everyone. We move to agenda item 4, which is consideration of a legislative consent memorandum on the Social Security (Up-rating of Benefits) Bill. It is a UK Government bill that was introduced in the House of Commons on 8 September. It is following an expedited timetable and is currently awaiting its second reading in the House of Commons. The bill will change the law on devolved matters, so legislative consent is being sought from the Scottish Parliament.
I welcome Ben Macpherson, the Minister for Social Security and Local Government, and Matthew Duff, who is a social security policy adviser with the Scottish Government. I invite the minister to make a brief statement on the LCM, then we will turn to questions from members.
