Entry-level developer

This is a great opportunity for an entry-level developer to join our expanding team. From day one you’ll be supported and developed to be the best you can be. You’ll be joining a collaborative and supportive team involved in the development, testing, deployment, and support of critical services for the Parliament. We’ll help you grow your skills. 

We have three teams delivering our development services and we work using Agile and Azure DevOps methodologies. We’re currently recruiting for all three teams:  

Corporate Services and Content Services team working in the M365 environment: 

  • continuously improving /developing new business services using MS Power Apps and Power Automate technologies 
  • continuously improving / supporting new content features on our intranet built on the SharePoint Online platform 
  • continuously improving / developing / maintaining our corporate content storage platform SharePoint Online 

Website Technical team supporting and continuously improving our public-facing website: 

  • working with Product Owners to manage, continuously improve and develop new features
    • this includes performance, design, accessibility and service integration on our corporate website via the Sitecore Digital Experience platform (built on Asp.Net MVC technology).
    • it also includes our search platform Apache Solr and Azure tenancy 
  • develop and apply knowledge and skills in: HTML, Git, Selenium, .NET Core, .NET Framework, C#, SQL Server, Elastic Search, JavaScript, ASP.NET MVC, Web APIs 

Parliamentary Services Team focused on the development of bespoke core services supporting the running of Parliament and MSPs in their roles: 

  • developing and supporting in an Azure PAAS environment 
  • some understanding of software-design patterns and principles
  • Git and TFVC and code-management best practice 
  • .NET core, .Net framework, C# 
  • building DevOps pipelines to implement CI/CD capabilities

Analyst developer

This is a fantastic opportunity for an experienced developer to join our growing team. You’ll play a key role in the development, testing, deployment and support of Parliament’s critical services. You’ll be joining a collaborative and supportive team at a time when we’re all focussed on continuously improving what we do and how we operate.

Business analyst

We’re a team of nine business analysts, and you’ll be supported and developed to expand your skillset and work across various specialisms including: user research, change management, and testing.

This is a great opportunity for a business analyst to join our growing team. You will play a key role in working with colleagues at all levels across the Parliament to improve the way we do things from a digital and a process perspective. You will be joining a collaborative and supportive team at a time when we are all focussed on continuously improving what we do and how we operate.

Project manager

Our project managers deliver business change and IT projects across the whole Parliament.

This is a great chance to lead project teams involved in the delivery of a diverse project portfolio. You’ll liaise with senior stakeholders, colleagues, and suppliers to deliver projects and ensure benefits are captured in business cases and project scoping documentation.   

You’ll have practical experience of:

  • planning, monitoring, and controlling projects
  • digital business change and delivering projects within a digital services or IT environment
  • a track record in influencing stakeholders
  • excellent communication and influencing skills

Cyber-security technical specialist

We have an exciting opportunity for a cyber-security specialist to join our team.

You’ll help lead our capability and capacity to protect, detect and respond to the threats faced by the Parliament and its MSPs. You’ll provide sound cyber-security advice and guidance directly to our MSPs, their staff, and Parliament staff, whilst contributing to the successful delivery of the Parliament’s digital ambitions.

You’ll be joining a professional and collaborative team who are passionate about providing secure and resilient digital services which support and enable the business of our Parliament. You’ll also work closely with cyber-industry experts to ensure our digital services remain secure and resilient in the face of an ever-changing cyber-threat landscape.

You’ll have the following skills and experience:

  • developing and delivering infrastructure solutions including TCP/IP, routing, switching and firewalls
  • demonstrable experience of designing, supporting, or managing IT security-related solutions such as SIEM tools, and antivirus/malware products
  • experience to review IT process and work collaboratively to develop mitigations and comms plans, with the awareness of the impact of any planned changes or outages
  • full understanding of the principles of identity and access management and the ability to regularly audit and review user permissions.

What does Digital Services do? 

The Digital Services Group supports approximately 1600 users, including those at Holyrood, and provides remote support to MSP constituency and regional offices. Our technical environment is based on Windows and Microsoft 365, with bespoke business applications in use by the Parliamentary Service.

Our teams are responsible for the development, continuous improvement and support of new and existing critical parliamentary IT applications and services. These services are at the centre of supporting how the Scottish Parliament makes new laws on devolved matters, debates the issues of the day, and examines what the Scottish Government is doing.
